Explosions in Kabul, Afghanistan

CNN (TV) is reporting several explosions in Kabul. At least one fire is visible via videophone. One talking head says they might be result of the ongoing civil war there, another says they might be a U.S. response.

FEMA requested the primary emergency alert broadcast stations be prepared to in case primary communications media fail. I assume this is just a standard precaution FEMA has built into their emergency response plan. Early morning network maintenance 4am EDT

There was a big bounce on Internet routes about 4am EDT this morning, several hours before the plane crashed into the World Trade Center. Where any major providers or carriers doing network maintenance this morning on the east coast? I'm trying to distinguish between network problems due to maintenance and the plane crash.
