Anonymous FTP Activity
---------------------------------------------------------------------------
The CERT Coordination Center has been receiving a continuous stream of
reports from sites that are experiencing unwanted activities within their
anonymous FTP areas. We recognize that this is not a new problem, and we
have been striving to handle requests for assistance on a one-to-one basis
with the reporting administrator. However, since this activity does not seem
to be diminishing, CERT believes that a broad distribution of information
concerning this problem and corresponding solution suggestions should help
to address the widespread nature of this activity.
We are seeing three types of activity regarding anonymous FTP areas.
A. Improper configurations leading to system compromise.
B. Excessive transfer of data causing deliberate over-filling of
disk space thus leading to denial of service.
C. Use of writable areas to transfer copyrighted software and other
sensitive information.
This advisory provides an updated version of the anonymous FTP configuration
guidelines that is available from CERT. The purpose of these guidelines is
to assist system administrators at sites that offer anonymous FTP services.
These guidelines are intended to aid a system administrator in configuring
anonymous FTP capabilities so as to minimize unintended use of services or
resources. Systems administrators should be aware that anonymous FTP
capabilities should be configured and managed according to the policies
established for their site.

ANONYMOUS FTP CONFIGURATION GUIDELINES
Anonymous FTP can be a valuable service if correctly configured and
administered. The first section of this document provides general guidance in
initial configuration of an anonymous FTP area. The second section addresses
the issues and challenges involved when a site wants to provide writable
directories within their anonymous FTP areas. The third section provides
information about previous CERT advisories related to FTP services.
The following guidelines are a set of suggested recommendations that have been
beneficial to many sites. CERT recognizes that there will be sites that have
unique requirements and needs, and that these sites may choose to implement
different configurations.
I. Configuring anonymous FTP
A. FTP daemon
Sites should ensure that they are using the most recent version
of their FTP daemon.
B. Setting up the anonymous FTP directories
The anonymous FTP root directory (~ftp) and its subdirectories
should not be owned by the ftp account or be in the same group as
the ftp account. This is a common configuration problem. If any of
these directories are owned by ftp or are in the same group as the
ftp account and are not write protected, an intruder will be able to
add files (such as a .rhosts file) or modify other files. Many sites
find it acceptable to use the root account. Making the ftp root
directory and its subdirectories owned by root, part of the system
group, and protected so that only root has write permission will help
to keep your anonymous FTP service secure.
Here is an example of an anonymous FTP directory setup:

Files and libraries, especially those used by the FTP daemon and
those in ~ftp/bin and ~ftp/etc, should have the same protections
as these directories. They should not be owned by ftp or be in the
same group as the ftp account; and they should be write protected.
C. Using proper password and group files
We strongly advise that sites not use the system's /etc/passwd file as
the password file or the system's /etc/group as the group file in the
~ftp/etc directory. Placing these system files in the ~ftp/etc
directory will permit intruders to get a copy of these files.
These files are optional and are not used for access control.
We recommend that you use a dummy version of both the ~ftp/etc/passwd
and ~ftp/etc/group files. These files should be owned by root. The
dir command uses these dummy versions to show owner and group
names of the files and directories instead of displaying arbitrary
numbers.
Sites should make sure that the ~/ftp/etc/passwd file contains no
account names that are the same as those in the system's /etc/passwd
file. These files should include only those entries that are relevant
to the FTP hierarchy or needed to show owner and group names. In
addition, ensure that the password field has been cleared. The
examples below show the use of asterisks (*) to clear the password
field.

II. Providing writable directories in your anonymous FTP configuration
There is a risk to operating an anonymous FTP service that permits
users to store files. CERT strongly recommends that sites do not
automatically create a "drop off" directory unless thought has been
given to the possible risks of having such a service. CERT has received
many reports where these directories have been used as "drop off"
directories to distribute bootlegged versions of copyrighted software or
to trade information on compromised accounts and password files. CERT
has also received numerous reports of files systems being maliciously
filled causing denial of service problems.
This section discusses three ways to address these problems. The first is
to use a modified FTP daemon. The second method is to provide restricted
write capability through the use of special directories. The third method
involves the use of a separate directory.
A. Modified FTP daemon
If your site is planning to offer a "drop off" service, CERT suggests
using a modified FTP daemon that will control access to the "drop off"
directory. This is the best way to prevent unwanted use of writable
areas. Some suggested modifications are:
1. Implement a policy where any file dropped off cannot
be accessed until the system manager examines the file
and moves it to a public directory.
2. Limit the amount of data transferred in one session.
3. Limit the overall amount of data transferred based on
available disk space.
4. Increase logging to enable earlier detection of abuses.
For those interested in modifying the FTP daemon, source code is
usually available from your vendor. Public domain sources are

The CERT Coordination Center has not formally reviewed, evaluated,
or endorsed the FTP daemons described. The decision to use the FTP
daemons described is the responsibility of each user or organization,
and we encourage each organization to thoroughly evaluate these
programs before installation or use.
B. Using protected directories
If your site is planning to offer a "drop off" service and is unable
to modify the FTP daemon, it is possible to control access by using a
maze of protected directories. This method requires prior coordination
and cannot guarantee protection from unwanted use of the writable FTP
area, but has been used effectively by many sites.
Protect the top level directory (~ftp/incoming) giving only execute
permission to the anonymous user (chmod 751 ~ftp/incoming). This will
permit the anonymous user to change directory (cd), but will not allow
the user to view the contents of the directory.

Create subdirectories in the ~ftp/incoming using names known only
between your local users and the anonymous users that you want to
have "drop off" permission. The same care used in selecting passwords
should be taken in selecting these subdirectory names because the
object is to choose names that cannot be easily guessed. Please do not
use our example directory names of jAjwUth2 and MhaLL-iF.

This will prevent the casual anonymous FTP user from writing files in
your anonymous FTP file system. It is important to realize that this
method does not protect a site against the result of intentional or
accidental disclosure of the directory names. Once a directory name
becomes public knowledge, this method provides no protection at all
from unwanted use of the area. Should a name become public, a site
may choose to either remove or rename the writable directory.
C. Using a single disk drive
If your site is planning to offer a "drop off" service and is
unable to modify the FTP daemon, it may be desirable to limit
the amount of data transferred to a single file system mounted
as ~ftp/incoming.
If possible, dedicate a disk drive and mount it as ~ftp/incoming.
If this dedicated disk becomes full, it will not cause a denial
of service problem.
The system administrator should monitor this directory (~ftp/incoming)
on a continuing basis to ensure that it is not being misused.

The rehoming of the U.S. end of the Geneva circuit from New York to
Washington, and associated changes to the routers on the ends of
the circuit, is complete and appears to have been successful. The
only snag is that, due to a configuration boo-boo, it was not possible
to use the intended primary path through CNSS57. Routing to AS 690 has
hence fallen back across MAE-East to ENSS136 (though with the native
AS 1133 in use). This will be corrected in Tuesday morning's configuration
run unless load on MAE-East seems excessive, in which case we'll
force the configuration change through sooner.
I've included a (slightly modified from yesterday) map of the situation
for people who like such things.

Transition of ENSS206 (CERN) <-> CNSS35 (ANS N.Y.) to Ebone Service

There will be a configuration change in the policy routing database
this Friday morning 7/2 that may affect networks using AS path
filters.
In conjunction with the rehoming of the U.S. end of the ANSnet AS 690
T1 circuit from Geneva<->New York to Geneva<->Washington, the routers
connecting this circuit will be configured to logically separate them
from the ANSnet backbone. In particular, the two routers involved
will be reconfigured into a separate AS (1133). The European router
(called cern-ebs2) will peer directly with the Ebone router at CERN
rather than through a 3rd party proxy as is done now. The U.S. router
(called RS6K-US) will eventually peer directly with several neighbors
across MAE-East, although this will be minimal as part of the initial
configuraiton on Friday 7/2.
The initial step in this reconfiguration is designed to minimize the
changes to the current routing situation, however it will result in
several globally-visible changes which may effect those networks that
do AS path filtering. In particular, routes currently advertised from
the ANSnet/NSFNET service with an AS path starting with
690 513 1755 ...
will, after the change, be advertised with an AS path starting with
690 1133 1755 ...
Routes now received by the ANSnet/NSFNET service from ASes 513, 559
and 590 will, after the change, have AS 1133 inserted in front, i.e.
paths currently starting with
690 513 ...

The ANSnet core router in Washington will be the primary gateway for
the Ebone service. In case of a problem with this router RS6K-US
will use ENSS136 located at College Park, via its MAE-East connection,
as the secondary path to ANSnet/NSFNET. However, in order to accomadate
the requirements of the current routing software on the ANSnet backbone,
RS6K-US will use a different AS number (AS 1674) in its peer session
with ENSS136. This implies that AS 1133 will be replaced by AS 1674
in case of problems with the primary ANSnet/NSFNET gateway to Europe.

This release has support for route aggregation, but does not yet have
BGP 4. It is coming soon.
General:
The ipForwardInfo and ipRouteInfo variables were not being
reported correctly. With the MIBs currently implemented they
should report OID NULL.
A typo prevented some of the compatiblity routines from being
compiled in. Some of the configurations needed updating since
old routines had not been deleted from the compatibility
library.
An improperly initialized head pointer would result in a core
dump if ISO was used.
When reading a route from the kernel at startup and deciding to
reject it, make sure an old route actually existed before trying
to restore it.
A reject route to net 127 was causing a core dump at startup.
Protocols with multiple targets per task lead to confusion about
which target actually set a routing table entry lock bit. Print
the bit number to make this information available.
SunOS 5.* needs to use our version of the install script (or
/usr/bsd/install if present).
Added code to use sysctl() instead of nlist() to get values from
the kernel where possible (BSD 4.4 and BSDI?).
It was assumed that the interface name was always available
when updating link level info. On systems that support the
interface index in the kernel, using the index is more
efficient, especially when the interface name is not provided.
Gated's own random number generator (grand.c) contributed by
Dennis Ferguson <dennis(a)ans.net>.
The code to defer send and receive buffer allocation until after
protocol initialization was not working properly. Since the
problem to be fixed by this defering is no longer a factor, send
and receive buffers will be allocated immediately.
Task_get_socket() was reporting the socket type incorrectly.
Restriction on martian networks relaxed a bit, networks with
RTS_NOADVISE set may be installed in the routing table. This
will allow the 127.0.0.1 interface route and 127/255 reject
route.
Create a static route for 127/255 instead of an aggregate.
Allow for -cc option to mkdep for systems where it is necessary
to use a different compiler to generate dependencies.
Martian list was mondo broken. Reduce the default list to the
set of reserved networks listed in RFC 990. Allow ranges to be
excluded by used of the `allow' option. Allow configured
entries to override default entries. Isntall Martian networks
in the routing table, just prevent from being installed into the
kernel or propagated.
Put signal names into compatibility library in BSD 4.4
sys_signames[] format.
The routing socket interface assumed that an RTM_CHANGE message
can change a route's flags, it can not.
Best match lookups in the routing table were not working. This
primarily affected OSPF ASE forwarding address lookups.
Move zero subnet detection from routing table into protocols
that need this support (RIP v0,1 and HELLO). This will allow
gated to function on a system configured with a zero subnet.
The interface code (if.c) was allocating a socket that was never
used. This code was never cleaned up when dynamic interface
support was added.
Rt_change() was not reseting the delete indication.
When flock() is emulated via lockf(), GDC has to open the file
read-write, or the lock will fail.
On systems based on BSD 4.3 Reno (and later) supporting
MSG_TRUNC, protocols (in particular EGP) would ignore packets
that had been truncated. Modified core code to explicitly
report this.
Reference to a non-existing interface by name could cause a core
dump after reconfiguration.
Define INSQUE/REMQUE macros to replace insque/remque routines.
It is faster to do it inline, except on a VAX with
post-processing of the assembler source, there we can define an
in-line assembler function if need be.
Avoid calling sethostent() and endhostent() if `noresolv' option
is specified. This avoids tickling a bug when the shared
libraries have been updates with resolver routines supporting
the nameserver.
A core dump could occur when an interface is deleted.
A bug caused all inserts into dest/mask lists to be appends,
making performance miserable for a large number of networks.
A route could be lost when adding a duplicate key due to errors
in the code that sorts them by most specific netmask.
Allow static routes with subnet masks that might not be accepted by
the kernel. They may be useful even though they won't be
installed on kernels not supporting variable subnets.
Attempt to function on AIX 3.2 systems when compiled with
_BSD=44 but running with compat_43=1. Basically, make some
assumptions about socket lengths. The ability for RIP to
determine which address a packet was destined for will be lost.
And ISO stuff may not work at all, but that is not standard AIX.
Enhanced a cleanup routine for EGP-IGP interaction.
The man pages now indicate a revision date of the last time they
were checked in.
BGP
A core dump could result when a BGP local address is specified
and a status dump is requested.
BGP
Because some BGP implementations occasionally send bogus next
hops we will simply ignore the next hop instead of the route.
EGP
If EGP was configured off and then back on, it could core dump
because it incorrectly zeroed the pointer to the data area it
uses to sort EGP peers for MIB queries.
Add more checks that actual count of bytes received matches that
specified in the header.
Add an awk script and Makefile gunk to build RCS version ids
into verion.c in such a manner that they can be interpreted by
RCS' `ident' program and SCCS` `what' program.
SunOS 5 enforces the requirement to call bind() before
connect(), even on raw sockets.
The AS Path code did not allow for an EGP session with the same
local and remote AS. In essence, EGP is being used as an igp,
but that's how BGP was born....
RIP & HELLO:
In some cases a core dump would result from duplicate attempts
to release a routing table bit.
With nobroadcast, and a source gateway on the end of a
point-to-point interface, no updates would be sent to that
interface.
Add RTS_IFSUBNETMASK bit to make it easy to determine which
routes derrived their subnet mask from the interface when the
interface netmask changes. Other fixes for dealing with netmask
change.
When an interface goes down, delete any routes learned from that
interface. HELLO did this, RIP did not.
RIP will announce *allow* networks, subnets and hosts to full
version 2 peers. Aggregate routes default to a single hop.
RIP & HELLO could sometimes lose track of routes they had in
holddown.
A list of routes obtained by RIP & HELLO could be stale before
it was used causing a reference to a route that has been
deleted. Defer obtaining this list until it is needed.
RIP and HELLO will not automatically aggregate hosts routes,
that needs to be done with policy.
In HELLO and in RIP when masks are not specified, the zero
subnet is treated as such, not as the network. If this is not
wanted, it will have to be rejected via policy.
Set RTS_IFSUBNETMASK on hostroutes of a subnetted network in
case the mask changes.
OSPF
If there were multiple links to another router, the lowest IP
address was used instead of the best metric.
OSPF was not cleaning up after reconfiguration if it was
disabled.
ASE LSDB entries were not being freed before reconfiguration.
Only list P2P OSPF neighbors in a Router Links LSA when the
neighbor is full. This allows the use of alternate
connectivity.
After reconfiguration the router links LSA was not always being
rebuilt, causing problems when an old one was received from a
neighbor.
More reconfiguration fixes.
The forwarding address for ASEs was not being displayed in the
status dump.
The forwarding cache was not properly allocating next hop blocks
resulting in an occasional core dump.
On an interface with a large MTU (4352), OSPF would dump core
when tracing was enabled.
When the metric changed on a non-ASE route, the route entry was
not updated.
Responses to OSPF monitor request create task (at most one per
address/port) with a non-blocking socket for each request. This
will prevent monitor requests from hanging gated.
When OSPF terminated, it didn't release any routes it had been
announcing, nor did it clean up any entries in the export queue.
When running in multiple areas, OSPF improperly assigned indexes
to the lock timers for each area. The only notable symptom is a
core dump at shutdown.

The CERT Coordination Center has received updated patch information concerning
a vulnerability in /usr/lib/expreserve in Sun Microsystems, Inc. (Sun)
operating system (SunOS). This vulnerability affects all sun3 and sun4
architectures and supported versions of SunOS including 4.1, 4.1.1, 4.1.2,
4.1.3, Solaris 2.0 (SunOS 5.0), Solaris 2.1 (SunOS 5.1), and Solaris 2.2
(SunOS 5.2). This problem has become widely known, and CERT recommends that
sites take action to address this vulnerability as soon as possible.
Sun has produced a patch for SunOS 4.1, 4.1.1, 4.1.2, and 4.1.3 addressing
this vulnerability for sun3 and sun4 architectures. Sun has also developed a
patch for SunOS 5.x/Solaris 2.x systems. This revised advisory provides the
information for obtaining the patch for SunOS 5.x/Solaris 2.x systems.
A workaround is provided below that can be used on all systems, including
Solaris, until a patch is installed.
The patch can be obtained from local Sun Answer Centers worldwide as
well as through anonymous FTP from the ftp.uu.net (192.48.96.9) system
in the /systems/sun/sun-dist directory. In Europe, this patch is
available from mcsun.eu.net (192.16.202.1) in the /sun/fixes directory.

The checksums shown above are from the BSD-based checksum (on Solaris,

I. Description
Expreserve is a utility that preserves the state of a file being
edited by vi(1) or ex(1) when an edit session terminates abnormally
or when the system crashes. A vulnerability exists that allows
users to overwrite any file on the system.
II. Impact
It is possible to gain root privileges using this vulnerability.
III. Solution
A. Obtain and install the appropriate patch according to the
instructions included with the patch.
B. Until you are able to install the appropriate patch, CERT
recommends the following workaround be used on all systems.
This workaround will disable expreserve functionality.
The result of this workaround is that if vi(1) or ex(1) is running,
and the sessions are interrupted, the files being edited will not
be preserved and all edits not explicitly saved by the user will
be lost. Users should be encouraged to save their files often.
As root, remove the execute permissions on the existing
/usr/lib/expreserve program:
# /usr/bin/chmod a-x /usr/lib/expreserve
