IP allocations, renumbering, and RFC 2050

We have a customer who is in the process of moving from MCI^H^H^HCable and Wireless to us. They have been using MCI/CW for a while, and need time to renumber their equipment, have their customers change places they have hardcoded IP addresses, etc. A quick read through RFC 2050 (IP Allocation Guidelines) talks about this situation in section 2.1: The ISP should allow sufficient time for the renumbering process to be completed before the IP addresses are reused. However, the rep they spoke with at MCI/CW seems to feel that the moment the connection is cancelled, the IP addresses may be reassigned to another customer, and they should not expect a grace period for renumbering. Anybody had any experience with this before? Is it reasonable of me to expect MCI/CW to be nice about the whole thing, and give their customer 6 months to renumber? Or is this what everybody does, taking the "should"s in the RFC very literally? Anybody had any luck with the appeals process on things like this? Multihoming (was YA Class B)

The class B discussion contains a lot of discussion about what "multihoming," and especially "legitimate multihoming," mean. I don't pretend that I have the definitive answer on the meaning of legitimacy -- since I live in the same metropolitan area as Bill Clinton, I may not be sure of the meaning of anything -- but I do have a strawman to offer in coming up with a consensus definition of multihoming. Many of you attended my multihoming presentatation at the Albuquerque NANOG. That derived from an informational I-D, http://www.ietf.org/internet-drafts/draft-berkowitz-multirqmt-01.txt. Officially, it expired in August, but it's still there and I am working on a new draft Slides for this were on the NANOG web page when last I looked; I'd be happy to send a PowerPoint version to anyone who doesn't want to scan through those GIF's. This document was written as a guide to analyzing customer multihoming requirements and then selecting the appropriate technology(ies) to implement the customer requirement. In the current version, I didn't include issues such as the number or speed of exchange point connections, but that certainly could be worked into the taxonomy. Anyway, suggestions are welcome on how I could extend the taxonomy in the draft to include some of the requirements for "legitimate" multihoming. Probably more likely than coming up with a definition of legitimacy, I'd be happy if we could come up with standard terms and criteria so we could talk consistently about multihoming. Howard

Hi, Seems scanning ARIN's database for B's is becoming a trend. Anybody want to provide the procmail incantation to forward flems and other wasted bits (like this message) to Gabriel automatically? Don't these people realize addresses have no value? After all, addresses are just integers. Right, Bill? :-) Hmmm. At last! FCC outage filings

I'm in Washington DC this week, so I decided to go down to the FCC and read the carrier outage reports myself. As I mentioned before, the outage reporting requirements are aimed mostly at local exchange carrier events. Therefore large LEC's tend to be over-represented in the reports. There also seems to be the usual corporate games with what gets reported and what doesn't. Here is a list of everyone who filed one ore more FCC outage reports in 1998 through Oct 5, 1998. Does it really tell you anything? Not really. For example, notice the absence of GTE and Illuminet from the list. Does this mean Illuminet and GTE were so reliable they didn't have a single outage in 1998. Or the filing requirements don't really capture today's business structures. Sometimes you find Worldcom filing an outage report about an MCI fiber cut which Worldcom was leasing some circuits, but I didn't find an equivalent filing by MCI about the fiber cut. You could really tell the confusion in the Illuminet SS7 failure which affected lots of carriers. Some other carriers filed outage reports, some withdrew their filings, others never reported anything. Because of the problems I see with who reports what, I'm not going to rank, or give counts for individual carriers. Anyone who has ever worked in a NOC would love some of the comments. Everyone really does go through the same stupid stuff. Here's my ranking of the most common reasons for FCC reportable outages, in order for most to least. Fiber/cable cuts Power (mostly weather related) Operator/Maintenance errors Hardware (C.O.) failures Software errors Sabotage Animal (gopher) I did find that Worldcom is getting a bit annoyed at the number of fiber cuts and service disruptions they are experiencing. I can't see any reference to it on www.nanog.org, but have seen talk of it on this list.
