Monitoring service that has a human component?

Hey all, was curious if anyone knows of a website monitoring service that has the option to incorporate a human component into the decision and escalation tree? I’m trying to help a customer find a way around false positives bogging down their NOC staff, by having a human determine the difference between a real error, desired (but different) content, or something in between like “Hey it’s 3am and we’ve taken our website offline for maintenance, we’ll be back up by 6am.” Automated systems tend to only know if test A, or steps A through C, are failing, then this is ‘down’ and do my preconfigured thing, but that ends up needlessly taking NOC time if the customer themselves is performing work on their own site, or just changed it and whatever content was being watched, is now gone. So, the goal would be to have the end user be the first point of contact if it looks like more of a customer-side issue. If they can’t be reached to confirm, THEN contact NOC, and unlike email alerts, keep contacting until a human acknowledges receipt of the alert. Thanks

Security issues based on post RIR allocation rules

Hey, I lurk a bit, and try to stay out of stuff if I can, but I've had a bout of problems that appear to have a common source. I work in the Educational networking area, and a lot of our members are pre-RIR formation internet users. They have IP ranges that were allocated from the 150/8 through 170/8 blocks. Unfortunately, a bunch of those are part of the legacy ranges handled by APNIC and AFRINIC. Here in the US, mention of either of those makes security people have dreams of Nigerian princes and Korean/Chinese hackers. Don't get me wrong, these are long term US based governmental and educational institutions. Bonified, accredited institutions. When I call a health care organization, or a web hosting provider, the first thing I get is that they think we are trying to pull one over on them and all these ranges must be in Africa or Asia. I show them the ARIN information for the specific /16, and sometimes I can make some headway. Sometimes there's no convincing them. This issue appears to be getting worse over time, so I was wondering if some misguided organization or group is going around pressing for the rules that are triggering these issues? Is there a public information forum that might be able to educate security administrators to not cut off wide swaths of the US internet from taking advantage of their products and services? Hello Networks, Might sound unprofessional, but seriously Wanted to get your views about upcoming technlogies or market. Things like virtualization, cloud services , automation and SDN models and its use cases have actually done some shift, no much gap between ISP and DC tech. For example things like SDWAN, EVPN, SR...etc will end classical MPLS this is if you do not want to perform your own scripted PCEP and will be used in ISP, enterprise and DC If you would like to provide a good career advise for someone willing to change, is working in designing datacenter (learning storage, Virtulaztion, cloud services, LB...etc) or working in a mid-size company that is looking for its own solutions type of this and you will utilize your own skills differently and honestly you do not know what you would expect or learn What would you choose and have anyone went through this route before? what is your experience/advise?

I understand that for commercial operators and purposes, may not be of any substantial value.
