Thomas New Delhi , Sept. 10 INTERNET Service Providers (ISPs) are in for a major setback with the Telecom Regulatory Authority of India (TRAI) proposing to restrict them from offering private leased line services. While the telecom regulator is considering to ask the state-owned Bharat Sanchar Nigam Ltd (BSNL) to resume provision of leased line resources to ISPs, the latter may be allowed to use it only for providing Internet-based services. This will come as a big blow to Internet operators who get a significant part of their revenue from corporate leased line services like virtual private network (VPN). The fight between BSNL and ISPs over the issue has been hanging fire for the last few months. The high point came when BSNL stopped offering leased line services to ISPs on grounds that they were misusing the infrastructure to offer services that were beyond the scope of their licence. BSNL had argued that ISPs, who do not pay any entry fee or licence fee, should not be allowed to offer corporate leased line service as it was infringing on the turf of long distance operators. Companies such as Sify, HCL Infinet and Tata Internet had made representation to the regulator against the stance taken by BSNL. The telecom regulator has taken a position favouring BSNL by saying that the public sector company was justified in its demand, as ISPs were not eligible to provide services such as VPN. This service is used by large corporates to network all their branch offices spread across the country. However, a TRAI report on the issue said that BSNL was fair in demanding that ISPs can use the leased lines only for Internet purpose and not resell it, because they were not entitled to do the business of reselling bandwidth leased from other telecom service providers. The telecom regulator has also sought the views of the Department of Telecom (DoT) on the issue and would give its final directive in the next few weeks. DoT officials said that the department was looking at allowing ISPs to offer VPN services but only after paying an entry fee to level the playing field with long distance players.

As part of my doctoral dissertation, I am working on how best to come to a consensus when capturing knowledge, and am studying the effectiveness of two techniques. I am writing to request help because in order for my research to contribute meaningfully, I need the participation of real world experts and not students. The tasks that I have chosen relate to networking and therefore, I am looking for experts or professionals in network management or network design. (An expert would be anyone who has had more than 12-18 months of experience). The experiment will be conducted online using virtual teams and the time required may be at most 3-4 hours asynchronously (you can participate at your convenience). I am willing to customize the report to meet the requirements of your organization and anonymity of participants and the firms will be ensured. The results of this report will indicate an effective technique of capturing knowledge using virtual teams of experts. It may help your firm to use the technique to capture knowledge and come to a consensus at a much faster time, thus saving precious resources and time. Lots of bandwidth coming into India by next year

Article about how lots of new undersea cables - SEA-ME-WE 4 (VSNL and Bharti), Falcon (which I think is FLAG as Reliance is bringing it in), and at least one new VSNL link to Singapore - are going to lead to about 541 gigs more bandwidth coming into India, so that costs will be lowered What I can see is that there have been other factors so far for Internet costs to be as high as they are in India. 1. VSNL, back when it was the incumbent ISP, hanging on to most of the available bandwidth in FLAG and refusing to release more than 10% of it, leaving the rest of it dark. 2. Lack of peering so far (and inefficient peering now at nixi.org) means a lot of local traffic still gets routed through international links. 3. More providers with nationwide fiber and right of way - mostly government owned public utility companies (railtel from Indian Railways, then there's the Gas Authority of India ...) 4. Competition seems to be making most ISPs cut their prices and up their service offerings, especially in Broadband. Even the government owned telco BSNL, which has an edge in that the regulators / ministry of IT feel it is their "duty" to protect it, seems to be reacting to all the competition by rolling out new and better priced products. In ’05, India’s undersea cable capacity — which provides the ‘roadway’ for data and voice transfer across the world — is due to rise by 17 times over ’01 levels. Naturally, this means that costs will crash — industry estimates are that connectivity costs will nearly halve. So surf the net faster, check your mail on your mobile, and don’t worry about getting those huge databases across to California. All this at half the price. So forget about India losing its low-cost edge in the BPO space. There’s good news coming your way, in the form of a 541 Gbps chunk. This fall in prices will bring India’s connectivity costs at par with those across Asia. The decline in prices is likely to help BPOs the most. For instance, currently, the total monthly cost of a DS3 to US is $126,192, significantly higher than Malaysia’s $20,922, Philippines’ $27,185, Singapore’s $14,435 and $13,956 in Korea. A DS3 is a 45 Mbps (mega bits per second) capacity connection. Most BPOs have a minimum of 1 or 2 Mbps capacity, but the larger ones have several DS3s or even larger capacities. BPOs are estimated to utilise about 30% of international capacity, and are second only to internet service providers (ISPs) in international capacity consumption. Currently, in Asia, Indonesia, India and Thailand, in that order, are the most expensive countries. “Within Asia, India is five times more expensive than the Asian hubs of Singapore, Hong Kong and Japan,” said Puneeth Punja, principal analyst with research firm, Gartner. In other words, the cost of connectivity between Singapore-Hong Kong is one-fifth that of connectivity between Singapore-India. One of the reasons for the higher prices in the country is that, from ’01 to ’04, the prices on a cumulative basis fell by just 40% in India, while those in the rest of Asia fell by 70-80%. Increasing competition and bigger cable capacities are likely to result in a sharp fall of over 50% in India in ’05. The rest of Asia is likely to see a lower fall of an average 20%, thus leading to price parity across India and the other Asian countries by ’05. “The available capacity has grown from 31 Gbps in ’01 to 541 Gbps by the first quarter of ’05, a 17-fold increase. So, the pricing is expected to drop significantly,” said Tony Nash, vice companies president, marketing and communications of the Singapore-based Orient Networks, a telecommunications network service provider. “Connectivity costs comprise 10-25% of a BPO’s operating costs,” said Mr Nash. The new cables touching India’s shores includes South East Asia-Middle East-Western Europe 4 (SEA-ME-WE 4) where VSNL and Bharti are part of the 12-member consortium, the Chennai-Changi cable of VSNL and the Falcon cable of Reliance Infocomm. The Telecom Regulatory Authority of India (Trai), in its consultation paper on revision of tariff of domestic leased circuits released in June this year, had proposed an over 63-75% reduction in the tariffs for capacities of 2 Mbps and 64 Kbps for beyond 500 km. “Leased lines are the dominant product in both domestic and international data services, comprising close to 80% of the total market,” said Mr Punja.

Which is exactly what I said :) Nevertheless majority of the domains used (including very large number of spammer registered domains) are in .com/.net which is why I think this would be usefull greylisting technique (note that its not good idea for blacklisting unless data other then from whois is available!). I'm going to explore this weekend what it would take to take some of the code I have and make into the kind of library I described (this will require addition of specialized caching database, etc) and then if others are interested I'd like to get together with MTA and/or greylisting spamfilter developers to finish this all up. -- William Leibzon Elan Networks william(a)elan.net

'nuf said; read on: SRUTI 2005 Workshop Steps to Reducing Unwanted Traffic on the Internet Sponsored by USENIX http://www.research.att.com/~bala/sruti July 7-8, 2005 MIT, Stata Center, Cambridge, MA, USA. The Internet is under increasing attacks with unwanted traffic in the form of spam, distributed denial of service, virus, worms, etc. Unwanted traffic on the Internet has manifested itself as attacks on many protocols (IP, TCP, DNS, BGP, and HTTP) and popular applications (e.g., Email, Web). Recently, attacks combining multiple exploits have become common. Many solutions have been proposed for specific attacks, some of which have had limited success. SRUTI seeks research on the unwanted traffic problem that looks across the protocol stack, examines attack commonalities, and investigates how various solutions interact and whether they can be combined to increase security. Original research, promising ideas, and steps towards practical solutions at all levels are sought. We look for ideas in networking and systems, and insights from other areas such as databases, data mining, and economics. SRUTI aims to bring academic and industrial research communities together with those who face the problems at the operational level. SRUTI 2005 will be a one and a half day event. Each session chair will play the role of a discussant and present a summary of the papers in the session and a state-of-the-art synopsis of the topic. The workshop will be highly interactive, with substantial time devoted to questions and answers. Submissions must contribute to improving the current understanding of unwanted traffic and/or suggestions to reducing it. The proceedings of the workshop will be published.
