UPCOMING REPORT CHANGES: (Updated 12/9/93)
CIDRIZATION: On January 4, we will convert all Policy Routing DataBase
(PRDB) output to CIDR notation. All occurrences of network numbers ("x.x.x")
on output will be replaced by aggregate notation ("x.x.x/len"). If you
are currently using ans_core.now, country.now, or net-comp.now, you can
find the new versions of these reports now in the files ans_core.cidr,
country.cidr, and net-comp.cidr in the nic.merit.edu:nsfnet/announced.networks
directory. On January 4 these new formats will replace the existing "*.now"
files, and the current format files will be moved to "*.old" files for one
month. The report you are reading now ("nwg" report) and all "whois -h
prdb.merit.edu" output will be converted to use aggregate notation on
January 4 as well. "nets.unl.now" and "nets.tag.now" will not change,
because they all ready include prefix length information.
NWG: MORE DETAIL ON DELETED NETWORKS. The report you are reading now
("nwg" report) will also be modified some time in the future to explicitly
list which networks have been *deleted* from the PRDB, as well as those
that have been added. The syntax has not yet been determined, but we'd
like to make sure that it is easy to visually distinguish added networks
from deleted ones.
NWG: SORTING LONG FORMAT BY COUNTRY: There has been a suggestion to sort
the long form of the network listing in this report by country, instead of
simply alphabetically by organization to make it easier to scan for
networks in your own area. We will do this if there are no objections.

Solaris System Startup Vulnerability

The CERT Coordination Center has received information concerning a
vulnerability in the system startup scripts on Solaris 2.x and Solaris x86
systems. The changes described below will be integrated into the upcoming
Solaris release.
-----------------------------------------------------------------------------
I. Description
If fsck(8) fails during system boot, a privileged shell is run
on the system console. This behavior can represent a security
vulnerability if users, who would normally not have root access,
have physical access to the console at boot time. An attacker
can force the failure to occur.
II. Impact
This vulnerability allows anyone with physical access to the
system console to gain root access.
III. Solution
A simple change to each of two system scripts can be used to
close this potential security hole. The new behavior will cause the
system to run the privileged shell only if the user at the console
enters the correct root password.
If you wish to make the change on your own systems, edit both
/sbin/rcS and /sbin/mountall, changing every occurrence of:
/sbin/sh < /dev/console
to:
/sbin/sulogin < /dev/console
As distributed by Sun, /sbin/rcS contains one occurrence of this
string, at line 152; and /sbin/mountall contains two, one at line
66 and one at line 250.
Once these changes are made, sulogin will request the root
password in the event fsck(8) fails, before starting a privileged shell.
The success or failure of sulogin will be logged in /var/adm/sulog.

SunOS/Solbourne loadmodule and modload Vulnerability

The CERT Coordination Center has received information concerning a
vulnerability in /usr/etc/modload and $OPENWINHOME/bin/loadmodule in Sun
Microsystems, Inc. SunOS 4.1.1, 4.1.2, 4.1.3, and 4.1.3c and OpenWindows 3.0
on all sun4 and Solbourne Computer, Inc. architectures. The problem does not
exist in Solaris 2.x, Solaris x86, and sun3 architectures (OpenWindows 3.0
was not released for the sun3 architecture).
Sun has produced a patch for these vulnerabilities for sun4 architectures.
It is available through your local Sun Answer Center as well as through
anonymous FTP from the ftp.uu.net system in the /systems/sun/sun-dist
directory or from the ftp.eu.net system in the /sun/fixes directory.
Solbourne has announced a workaround that is included below.
Please note that this advisory supersedes CERT Advisory CA-91:22 "SunOS
OpenWindows Vulnerability".

I. Description
loadmodule(8) and modload(8) can be exploited to execute a user's
program using the effective UID of root.
II. Impact
This vulnerability allows a local user to gain root access.
III. Solution
A. SunOS Solution
Obtain and install the appropriate patches according to the
instructions included with the patches.

B. Solbourne Solution
Solbourne systems do not support the "loadmodule" functionality.
This vulnerability can be fixed on Solbourne systems by removing
the setuid bit:
chmod 0755 /usr/openwin/bin/loadmodule
The modload program does not need to replaced or changed.

Over the last few years we have spent a considerable amount of effort
at SDSC/UCSD to analyze traffic characteristics of wide area networks.
While we were able to just scratch the surface with what is doable and
useful, particularly for network planning, engineering, and research,
we are getting to a point where it would be useful for us to learn what
kind of statistics people currently collect, what they are doing with
those statistics, and what kind of statistical objects and analysis
they think would make their network work better (make it more
manageable, planable, or whatever).
So, we are interested in finding out for various operational
infrastructures in the U.S. as well as the international Internet
community, the following questions:
(1) what kind of statistics do you collect?
(2) how long of a history do you keep?
(3) what is the volume of statistics being generated per day/week/month?
(4) what are you doing with them in terms of post processing? Just
for operational purposes? In depth analysis? Research, e.g., for
published papers?
(5) what kind of additional statistics and analysis would you find
useful for your network?
(6) anything else worth mentioning?
We would like to compile a list from the submitted responses, for
everyone's benefit. Specifically now with the beginning of much more
formalization of network engineering and operational groups that have a
strong emphasis on real infrastructure, it may be interesting to find
out what the statistics and network analysis requirements are for
operational environments, and whether some more of our work could be of
value to the Internet community. For example, now that the basic fabric
is workable, can we pull things together better in some way or another,
e.g., by having a better, and perhaps day-to-day operational,
understanding of international flows.

In the final step of the Phase 5 deployment, we will be upgrading both
the Washington DC CNSS and connected sites and the Hartford CNSS and
its connected sites.
Since a number of providers (PSI, Alternet, and NEARnet) have dual
attachment connectivity via these two CNSSs, we have staggered the
upgrades to minimize loss of NSFNET Backbone Service connectivity.

Interesting RAC report. This focuses on the magic formula implied during the
fall of 1990 when the MERIT partners and Steve "gave" ANS to the world. ANS
would somehow leverage the backing of IBM and MCI into the creation
"infrastructure" that would pay wonderful dividends to the research and
education community. From January 1991 to the present - a three year period,
NSF has poured approximately 30 million into the running of ANS via its payments
to MERIT.
>From what I hear the money in the infrastructure pool after *3* years is
probably LESS than $200,000. Hardly a significant pay back on 30 million of
federal funds.
HERE is the ONE demonstrable way in which ANS actually returns
something to the network. Yet it does so behind closed doors and keeps its one
charitable activity on the profit making side of the company where it is not
required to submitt to public scrutiny. Why? Makes no sense. What is ANS
hiding by doing this?
What would ANS have to loose by 1. explaining exactly how funds are placed in
the pool and 2. announcing the value of the pool every quarter?
I asked Joel Maloff to explain this to me in October. He did so but the time
was limited and I do not feel I have a thorough understanding. But why explain
it just to me? Why not accept questions and put out the details in a press
release.
I asked Joel whether every time ANS connected a customer that customer
paid 2,000 or 4,000 surcharge to the "inf. pool"? Answer: no. If the customer
was connected to a core nodal router, nothing was paid to the pool. If to an
end nodal router, I believe something went into the pool. Only problem is I am
not aware that ANS has any attachments connected to ENSS nodes. The other
instance apparently was when a commercial customer of a regional wanted blessing
to send its packets across the ANS backbone. It got this blessing via an annual
(?) contribution to the pool which has nothing to do with the existence or
absence of CO+RE profits despite the fact that the pool is run by CO+RE. When a
commercial customer makes a contribution to the pool why shouldn't it be
announced to the community?
How would ANS be harmed by full disclosure?
And if ANS won't disclose, why won't NSF fulfill its oversight duties by
monitoring and disclosure?? I mean the NAME of the NSF represenative on the
pool apparently is classified? All other members of RAC were listed by name.
Why not NSF?

A REPORT OF THE RESOURCE ALLOCATION COMMITTEE
December 14, 1993
During November, the Resource Allocation Committee ("RAC")
met in Chicago to act on a number of proposals it received from the
research and education ("R&E") community seeking funds from those
accumulated in the Infrastructure Pool. The following summary of the
RAC actions is being released to the general Internet Community.
RECENT DECISIONS
To facilitate decision-making with regard to the distribution of
Pool funds, the RAC found it necessary to define the term "infrastructure".
The members adopted the definition of infrastructure as including: physical
components, software and tools, programmatic elements, and human resource
components which support the R&E mission of the NSFNET program. The RAC
believes this definition of infrastructure is consistent with the High
Performance Computing & Communications legislation, the pending National
Information Infrastructure bills, and the Clinton Administration's vision
as defined in "The National Information Infrastructure: Agenda for Action"
released in September 1993.
After reviewing and discussing several proposals, the RAC approved
two proposals to receive Pool funds:
The first is entitled "Inter-Regional Problem Tracking and
Reporting", submitted by William Yundt, Director Networking & Communication
Systems at Stanford University and Executive Director of BARRNet, the Bay
Area Regional Research Network. The proposal will provide for a common
trouble ticketing system for use by all RAC members. Such a commonly used
tool is expected to offer a fundamental improvement for the Internet/
NSFNET by increasing the service consistency and coherence of the overall
R&E networking enterprise. It also seeks to improve the responsiveness of
widely distributed and differing network operations in reporting and
resolving problems and making problem state information consistent and
available throughout the network.
A second, entitled "Bits and Mortar: Building the Information
Infrastructure for Health Care", submitted by Laura Breeden, Executive
Director of FARNET, the Federation of American Research Networks and Eric
Hood, President of FARNET and Executive Director and CEO of NorthWestNet.
The proposal will bring national leaders from the medical research, academic,
and clinical health care community together with Internet service providers,
government agency representatives, developers of software and services, and
medical instrument vendors. The representatives attending the workshop will
be those who must cooperate to create a telecommunications infrastructure
for medical and life science researchers and clincial health care providers.
There is also an expectation that our nation's citizens will use networks to
better educate themselves about their health.
The workshop discussions will focus on practical, near-term uses for
Internet-based technology in the conduct of health and life sciences research
and in the delivery of health care and patient information. Such a workshop
is expected to play a catalytic role for Internet service providers by
affording them the opportunity to learn about the network infrastructure,
capacity requirements, and service demands that will be placed on their
networks to support bursty image traffic, transport of sensitive or proprietary
data, and other life science applications and services.
BACKGROUND
Representatives of a majority of Regional Networks and ANS CO+RE
Systems, Inc. ("ANS CO+RE"), agreed that they would contribute to an
Infrastructure Pool a portion of the fees that they collected from entities
(a) to whom they provide network attachments, and (b) that did not agree
to comply with a Research and Education Acceptable Use Policy (e.g., the
AUP of ANS or NSF). It was agreed that the funds in the Infrastructure
Pool would be used to improve the infrastructure of ANS and the Regional
Networks under the direction of a committee (the Resource Allocation
Committee). The basic objective of the Infrastructure Pool and the RAC
was "to ensure that ANS, ANS CO+RE, and the participating networks receive
sufficient funds to cover the costs of handling traffic exchanges with
commercial subscribers." In these Agreements, the RAC is given broad
authority to set the criteria and processes for distribution of the fund.
The National Science Foundation ("NSF") was kept apprised of the various
discussions and agreements by which the Infrastructure Pool and the RAC
were conceived and implemented. The NSF is a non-voting member of the RAC.

concerning acceptance of networks from the former Soviet Union
on the NSFNET backbone service.
The National Science Foundation has notified us that netowrks
from former Soviet Union republics that meet the criteria of the
National Science Foundation Network my be added to the routing
tables. If you would like to announce Russian networks or networks
from other former Soviet Union republics to the NSFNET backbone
service, please submit a NACR with the text indicating that the
traffic from these networks conform to the NSF's AUP and they will
be added to the NSFNET's routing tables during the next configuration
window.

UPCOMING REPORT CHANGES: (Updated 12/9/93)
CIDRIZATION: On January 4, we will convert all Policy Routing DataBase
(PRDB) output to CIDR notation. All occurrences of network numbers ("x.x.x")
on output will be replaced by aggregate notation ("x.x.x/len"). If you
are currently using ans_core.now, country.now, or net-comp.now, you can
find the new versions of these reports now in the files ans_core.cidr,
country.cidr, and net-comp.cidr in the nic.merit.edu:nsfnet/announced.networks
directory. On January 4 these new formats will replace the existing "*.now"
files, and the current format files will be moved to "*.old" files for one
month. The report you are reading now ("nwg" report) and all "whois -h
prdb.merit.edu" output will be converted to use aggregate notation on
January 4 as well. "nets.unl.now" and "nets.tag.now" will not change,
because they all ready include prefix length information.
NWG: MORE DETAIL ON DELETED NETWORKS. The report you are reading now
("nwg" report) will also be modified some time in the future to explicitly
list which networks have been *deleted* from the PRDB, as well as those
that have been added. The syntax has not yet been determined, but we'd
like to make sure that it is easy to visually distinguish added networks
from deleted ones.
NWG: SORTING LONG FORMAT BY COUNTRY: There has been a suggestion to sort
the long form of the network listing in this report by country, instead of
simply alphabetically by organization to make it easier to scan for
networks in your own area. We will do this if there are no objections.

using the NSFNET configuration forms. The forms are available on-line
from the nic.merit.edu machine. Use ftp and the anonymous login to get on the
machine. Do a "cd nsfnet/announced.networks" and get the files template.net,
template.net.README, template.gate, and template.as.
In order to more efficiently process your requests, we have moved to a
system which requires the use of template.net (NACR) version 7.0
