I'm confused how the first and last hops are showing equal latency, while being half way around the world. I'm also confused why it's 120ms to the first hop from a route server local to that market. While I wouldn't rely on a traceroute as a true measurement of end to end latency, I'm having problems explaining to customers experiencing tangible issues when their traceroute looks like this:

This also doesn't seem to be circuit specific (Eliminating possible physical circuit errors, etc) as I have a secondary 10-Gig sourcing out of San Antonio, TX (Which ultimately terminates on your network in Dallas, same as the Austin Circuit) which demonstrates similar results (120+ ms at the second hop in Dallas when entering your MPLS cloud). Killing the BGP adjacency to both the Austin and San Antonio peers clears the issue up, but obviously that's not a long term viable option. Any help would be appreciated.

And the truly paranoid that are scared to death that nobody will miss
them, have learned to forward the flow to a device that is never "out of
the office". (I have filters on the two accounts whose mail I EVER read
that forward mail from named sources to my BlackBerry. My Kindle gets
copies af all mail sent to those two accounts (mostly since I have been
to lazy to set up the filtered stream and I almost never look at it anyway).

So I setup BGPMON for my prefixes and got an alert about someone in
Thailand announcing my prefix. Everything looks fine to me and I've
checked a bunch of different Looking Glasses and everything announcing
correctly.
I am assuming I should be contacting the provider about their
misconfiguration and announcing my prefixes and get them to fix it. Any
other recommendations?
Is there a way I can verify what they are announcing just to make sure they
are still doing it?

There are a particularly large number of proposed changes to Internet number
resource policy that will be discussed next week at the ARIN 33 meeting in
Chicago, and for those who will _not_ be attending, there are still two good
options for providing input on these potential changes:
1) Express your support or opposition (and reasoning if possible) on any of
the proposed changes on the ARIN Public Policy Mailing List (ppml)
2) Participate remotely in the discussion at the ARIN 33 meeting (remote
participants can view the real-time feed, make statements, ask questions,
and participate in polls on proposals just as those on-site) Participants
