We've become aware of a government program that could fund new media/Web
site development.
The Center for Substance Abuse Prevention (CSAP) in the Substance
Abuse and Mental Health Services Administration (SAMHSA) has
announced the availability of funds to demonstrate that alcohol, tobacco
and other drug (ATOD) problems can be reduced by effective
communications strategies. Three selected populations have been targeted:
Adolecent females ages 12-20; Native Americans; field-selected and
justified populations at high risk. Approximately a dozen awards will be
made from a total award fund of $2.3M. Support may be requested for a
period of up to three years. Applications must be completed and delivered
by 10 May 1995.
CSAP is seeking to learn more about how to communicate through mass
media and multimedia and the effectiveness of specific communications
products, materials, or tools. CSAP will fund projects designed to develop
and disseminate targeted ATOD public information and education. Awards
will be made as cooperative agreements, a type of assistance award which
involves substantial participation by Federal staff in the conduct of the
projects. CSAP's objectives are to demonstrate that effective
communication strategies can increase awareness and knowledge about
ATOD and the consequences of their use/abuse; increase perception of
harm associated with the use/abuse of ATOD; decrease intent to use;
increase knowledge of the benefits of behavior change; increase skills or
knowledge of actions an individual can take to resist pro-use media
messages and peer pressure; decrease the myths and misconceptions with
regard to ATOD problems; and/or change laws, policies, and behavioral
norms.
To be effective, a comprehensive prevention effort must include a
broad communications program that includes public information and
education. Emphasis should be placed on collaborative efforts so that the
communications service is linked to those organizations already working
with the targeted populations and, who, therefore help increase credibility
and utlity of the messages.

Alcohol and Drug Information runs an online service called PREVline.

been withdrawn. 664 of those were withdrawn within the last week.

2250 of these were Top-Level Aggregates (not nested in another aggregate).

PRDB CHANGES: (Updated January 19, 1994)
As of 1/19/95, ACKs and NAKs will no loger be required (or even
read) in the processing of NACRs.
In early 1995, as part of the transition to the new Internet Routing
Registry (IRR), the Policy Routing Database (PRDB) will be retired.
Many of the functions of the PRDB (including generation of router
configurations for NSFNET) will be produced based on data from the
Global Routing Registry.
This change to the NSFNET Backbone service will involve the following changes:
- The method for submitting new nets to be routed over AS690 will
change. Instead of submitting a NACR to nsfnet-admin(a)merit.edu,
you will need to submit a "route template" to auto-dbm(a)ra.net .
- Additions and entries to the new registry will be made by the Home
AS which creates the route for each net, rather than being
submitted by a AS690 peer AS.
- Most of the PRDB reports (listed above) will no longer be produced.
Equivalent information for most of these reports is available
from the global Routing Registry.
These are major changes to the system. These changes are being made in
order to migrate NSFNET customers and the global user community to a
global Internet Routing Registry system, which will be more capable of
supporting user needs after the termination of the NSFNET Backbone services
in April 1995.

I. Vulnerability in /usr/lib/sendmail
A. A vulnerability in sendmail
A vulnerability in sendmail has been discovered that permits
remote users to cause sendmail to execute any program that is
allowed with the permissions:
uid=1(daemon) gid=1(other)
Files and programs that are not world-writeable or world-executable
and are not in the 'other' group or owned by 'daemon' are
safe from modification. This means that /etc/passwd cannot be
modified, for example.
B. Fixing the problems
The two vulnerabilities can be eliminated from releases 8.x and 9.x of
HP-UX by applying a patch.
Hewlett-Packard recommends that all customers concerned with the
security of their HP-UX systems apply the appropriate patch as
soon as possible.
It is further advised that system administrators closely scan their
mail syslogs for evidence of any unusual activity, using:
grep "|" /usr/spool/mqueue/syslog*
[Editor's note: If your site links grep to egrep or the Gnu grep,
the above command matches every line in the file. An alternative is to
use fgrep where you are looking for the "|" character. -- CERT CC]
If there is any evidence of an intrusion, system administrators are
strongly urged to require password changes for all accounts.
C. How to Install the Patch (for HP-UX 8.x and 9.x)
1. Determine which patch is appropriate for your hardware platform
and operating system:

3. Apply the patch to your HP-UX system.
4. Examine /tmp/update.log for any relevant WARNINGs or ERRORs. This
can be done as follows:
a. At the shell prompt, type "tail -60 /tmp/update.log | more"
b. Page through the next three screens via the space bar, looking
for WARNING or ERROR messages.
D. Impact of the patch and workaround
The patch for HP-UX releases 8.x and 9.x provides a new version of
/usr/lib/sendmail which fixes the vulnerability. No patches will be
available for versions of HP-UX prior to 8.0.

| Is this enough such that with one or two such blocs a new registry could
| be formed??
This begs the question of why a new registry would be needed.
For the moment, the rs.internic.net people are doing a pretty
good job of being a registry and trying to help make the
Internet work in the presence of conflicting influences (the
NSF, the IAB, the big carriers, the small providers,
alliances among various combinations of the four of these,
and so on) and goals (just doing registration itself,
avoiding early exhaustion of the IPv4 address space, and
working to help keep routers from keeling over with too
many routes).
I'm pretty happy with most of the other registries too.
There is obviously room for improvement, however, I think
things are trending in the right direction now in this
brave new post-IETF CIDRD wg world.
