The real problem here is one of Internet competency(as usual). This is a case of politicians trying to legislate something they don't fully understand, unfortunately this happens all the time (Thank you, Mr. Exon). At this point we (being system/routing administrators) need to take time out of our already full schedules to help these "people in power" understand all of the interdependencies inherent to the processes used to complete any mail transaction on the Internet. Nobody needs to be told that legislating something they don't understand will result in bad, unclear and quasi-interpretive laws. Correct me if I'm wrong but the Internet, specifically the client interaction, is built to allow the client to be in control of the information they receive?? The realization that comes to mind is; Doesn't the responsibility of information consumption rely more squarely on the shoulders of one who can more immediately affect what he or her sees and not on the provider of the information? Attacking from a different point.... Hasn't the United Stated Government overcome it's ego and realized that trying to legislate a global entity is futile?? As the dust settles, it appears that one new Root Name Server Confederation can be added to the world Round Table. Hopefully, each Root Name Server Confederation can present 2 delegates to represent the confederation. The report is split into sections: 0) General Status List the route table history for the last week, list any possibly bogus routes seen and give some status on ASes. 1) Gains by aggregating at the origin AS level This lists the "Top 30" players who if they decided to aggregate their announced classful prefixes at the origin AS level could make a significant difference in the reduction of the current size of the Internet routing table. This calculation does not take into account the inclusion of holes when forming an aggregate so it is possible even larger reduction should be possible. 2) Weekly Delta A summary of the last weeks changes in terms of withdrawn and added routes. Please note that this is only a snapshot but does give some indication of ASes participating in CIDR. Rather then spread Root Name Servers "thin" around the world, it seems more prudent to deploy distinct Root Name Server Confederations in the various regions that are well connected. These confederations can be kept in "synch" via a variety of software and procedural mechanisms. Work in this area has proved this to be the case with no operational problems. It is unfortunate that many people around the world are frightened and strong-armed into thinking that they have to follow a couple people's orders or they will break the Internet. IANA is a useful registry for numbers of all sorts (result codes for things like SMTP or NNTP, SNMP variables, you name it), and does a good job of keeping track of which numbers have been assigned to what. The vast majority of these numbers are assigned during the IETF standards process, as protocols are developed. Two sets of things that IANA has had historical responsibility for include the allocation of IP addresses and the delegation and maintenaince of certain DNS zones. Both of these have recently been politicized. Unfortunately the recently heavily politicized functions will still take some work to be separated from the ordinary functions, but I gather that is the ultimate objective. I also gather that IANA has been offered some two and a half years of funding both by APNIC and RIPE, which, if nothing else, should help protect the non-Americans from the total lunacy brewing in the USA, so that networks in the APNIC and RIPE regions can get on with building their parts of the Internet, and developing Internet protocols and tools. I can't resist a quip to tie this into NANOG. I have an outage report. America is broken. Route around it. Sean.

As promised, it looks like the uDNS[1] Root Name Server Confederation is taking shape. The founders appear to be taking a careful approach and are adding more servers. The eDNS Root Name Server Confederation will remain stable to continue to serve ISPs. There are 5 servers in the eDNS Root Name Server Confederation.
