In "the early days" UUNET was a net exporter of traffic due to its original business the UUCP/USENET hub and hosting FTP.UU.NET. With USENET, one message went into UUNET, and they broadcast thousands of copies to their UUCP/USENET customers. Likewise, with FTP one copy of X11 was uploaded to ftp.uu.net and thousands of copies were downloaded.

I'm want to understand why a 1.5:1, or 2:1 balance is required. What technical purpose does it achieve. I've asked folks from large and small providers about this, and they've told me a variety of reasons. But none of the reasons, so far, have held technical merit in the final analysis. There were always alternatives which did not require maintaining a inverse market share balance between providers. ANS used to require cold potato routing, is it time to bring it back? I know, provider-based CIDR makes that difficult.

While cleaning up some old mail, I came across this old note about the early days of interconnecting networks. I especially like the error counters, it appears congestion/packet drops have been a peering issue since the very earliest days. You have one of two cases: 1) both ends of the connection are by the same provider. If so, then settling with yourself is obviously ludicrous. 2) Each end of the connection is by a different provider. Now, since each end of the connection is supplied by a provider who is presumably reasonably compensated for that provision, why is any "settlement" necessary. Each customer is already paying for his half circuit. Why do you need to charge more? Most settlement proposals are a very thinly disguised "tax" and have nothing to do with actual costs or anything else for that matter. Of course some of the taxes are enticing as a group of representatives get to decide how best to spend the tax "for the comon good". However, its still a tax. ---rick p.s. The IRS just collects settlements that go into the Federal Infrastrucutre pool where it is reallocated for the common good...

TE is really a buzzword used by vendor marketroids to extract cash from operators who could just as easily spend it on the competition's gear. IOW, the traffic that is engineered is the flow of money. Why did Cisco invent Tag Switching? Hint: where is Ipsilon these days? Perhaps I am using this feature wrong, but I don't think so. This morning, I am trying to get mac-address accounting working on a 7507MX/RSP8/12.0.17S/GEIP+ running ISL, to indentify large peers off an ethernet peering fabric. I've done 'ip accounting mac-address out'. I then wait. Then, I: core1.nyc#sho int g0/0/0 mac-accounting GigabitEthernet0/0/0 to external peers and customers Output (475 free) 0001.64da.bc00(3 ): 2 packets, 179 bytes, last: 3036ms ago 0004.de2b.e41c(9 ): 1 packets, 99 bytes, last: 3036ms ago 00e0.52a6.1f00(11 ): 1 packets, 99 bytes, last: 3036ms ago 0100.0c00.0000(13 ): 57198 packets, 37155973 bytes, last: 388ms ago 0030.7bee.fc54(13 ): 2 packets, 218 bytes, last: 2836ms ago All of the mac-addresses listed in this 'sho' are valid, except for '0100.0c00.0000', which doesn't exist: core1.nyc#sho arp | inc 0100 core1.nyc# All the others are valid, yet they are way, and I mean *way* under the amounts that I know I am sending to that peer. Any clues? I've searched CCO/Bug Toolkit, I don't see anything relevant.
