Hello all, Since it's been released for comment on the Federal Register this week and it's something that potentially has ripple effects to network and equipment providers in the US especially, I thought some here might be interested in the following. Request for Comments on Updated Guidance for Completing the Transition to the Next Generation Internet Protocol, Internet Protocol Version 6 (IPv6) https://www.federalregister.gov/documents/2020/03/02/2020-04202/request-for… The draft memo itself is not necessarily straightforward to locate, but it is published on the Federal CIO website. https://www.cio.gov/assets/resources/internet-protocol-version6-draft.pdf The memo outlines the next mandated IPv6 transition step for US civilian agencies and establishes reporting requirements on their progress toward those mandated goals. Learning Resource for IRR to RPKI

Hello NANOG community, In the many years that I've been doing this line of work, I've actually never had to deal with the public registry side of the job (I've always seem to walk into an established environment). I'm struggling to get up to speed quickly, as I must integrate additional AS's into my own and our upstreams are no longer utilizing filter lists to accommodate the IP blocks being added. I'm being prompted to create route objects or establish an AS set with ours and our peers' ASNs. I'm sure that there's an easy button out there for getting this week's work done, but I want to learn more about the system in general, but I'm having trouble putting my thumb on the right place to look for learning. Not sure when it happened, but our BGP session to HE via NYIIX is dead, can't even ping them anymore. Hulu-Disney IP Problems

Came to my attention that most of my Data Centers in the US are having problems using Hulu, Disney+ and not as much but also Netflix. What criteria do these providers use to make sure that the IPs are legit and not proxys/VPNs All the IPs I checked on number of GEO sites are registered to an address in the US. Now I do get different answers on some of the blocks where that address registered to the actual Data Center address and other GEO services provides show the corporate billing address. Some example IPs are: 66.45.167.10 (Spokane WA) 199.96.248.1 (Bethlehem PA) Disney+ was kind enough to whitelist some subnets, but I would like to fix my problem vs manually whitelist them. I know registering the blocks to the proper address is important and that is already being address but what else am I missing? Why do the content providers thinks were a proxy? Google peering in LAX

Anyone know why Google announces only aggregates via peering and disaggregate prefixes over transit? For example, I had a customer complaining about a path that was taking the long way instead of via peering and when I looked I saw: Only 172.217.0.0/16 over Any2 LAX That plus 172.217.14.0/24 over transit Any inquiries to Google just get a generic "we're not setting up any new peering but we're on route servers" response for almost a year now. Or is it because they don't send the /24's to route servers and I'm stuck until they finish their forever improvement project to turn up a direct neighbor?

RADB account deletions

It looks like the former Allstream RADB account (MAINT-AS15290) and all associated route objects were removed from RADB today. The deletion mainly impacts Canadian route objects registered by the former Allstream (now Zayo). Q9 Networks MAINT-AS12188 was deleted at the same time. -- Clinton Work

I can corroborate that. I visited China in August 2019 and had terrible internet performance to sites outside of China. This was both with mobile and wifi at the homes of two friends, one in Heilongjiang and the other in Beijing. When I visited in February 2015, it was much better. Both times, I was using VNC on the company VPN. Our work has now led to a publication in Sigmetrics 2020 and we are eager to share some interesting findings. We find China's transnational networks have extremely poor performance when accessing foreign sites, where the throughput is often persistently low (e.g., for the majority of the daytime). Compared to other countries we measured including both developed and developing, China's transnational network performance is among the worst (comparable and even worse than some African countries). Measuring from more than 400 pairs of mainland China and foreign nodes over more than 53 days, our result shows when data transferring from foreign nodes to China, 79% of measured connections has throughput lower than the 1Mbps, sometimes it is even much lower. The slow speed occurs only during certain times and forms a diurnal pattern that resembles congestion (irrespective of network protocol and content), please see the following figure. The diurnal pattern is fairly stable, 80% to 95% of the transnational connections have a less than 3 hours standard deviation of the slowdown hours each day over the entire duration. However, the speed rises up from 1Mbps to 4Mbps in about half an hour. We are able to confirm that high packet loss rates and delays are incurred in the foreign-to-China direction only. Moreover, the end-to-end loss rate could rise up to 40% during the slow period, with ~15% on average. There are a few things noteworthy regarding the phenomenon. First of all, all traffic types are treated equally, HTTP(S), VPN, etc., which means it is discriminating or differentiating any specific kinds of traffic. Second, we found for 71% of connections, the bottleneck is located inside China (the second hop after entering China or further), which means that it is mostly unrelated to the transnational link itself (e.g., submarine cable). Yet we never observed any such domestic traffic slowdowns within China. Assuming this is due to congestion, it is unclear why the infrastructures within China that handles transnational traffic is not even capable to handle the capacity of transnational links, e.g., submarine cable, which maybe the most expensive investment themselves.
