how could I find out the problem source on broadband connection?

hey all, my connection is 10mbit VDSL line, during these two months, my upload speed to EU and US are very damn slow, average speed is around 7KBytes/sec, does anyone feel free to try to find out what's going on ? at first, I was suspect that problem might caused by GBLX, but after one of the engineer check the link, it seems not related with them, so I would like you guys to help a bit, please try to see what's going on, let me know if you found anything, I got a server for you guys for download a sample file so that you could track down the packet routing path: http://sml.dyndns.org/files/testmusic.mp3 Thans a lot all

Affects of rate-limiting at the far end of links

Hi, Just a quicky. We've got leased line out to a remote site that's pretty much at capacity for remote to local site traffic, and from time to time it appears to lock up for periods of 30 seconds or more. Investigating it appears we outbound traffic shape, and ingress rate-limit at the 'local' end of the line, but nothing is done at the 'remote' end. The remote end is some 14ms away across a third party MPLS network. Obviously we need to shape at the remote end, but the current behaviour intrigues me. Rate-limiting, while bad compared to shaping, in my experience doesn't lock out traffic for such long periods of time. Could it be that buffers and flow-control over the 14ms third party leg are causing the rate-limiting leaky bucket to continue to overflow long after it's full? Sam

Thomas New Delhi , Sept. 10 INTERNET Service Providers (ISPs) are in for a major setback with the Telecom Regulatory Authority of India (TRAI) proposing to restrict them from offering private leased line services. While the telecom regulator is considering to ask the state-owned Bharat Sanchar Nigam Ltd (BSNL) to resume provision of leased line resources to ISPs, the latter may be allowed to use it only for providing Internet-based services. This will come as a big blow to Internet operators who get a significant part of their revenue from corporate leased line services like virtual private network (VPN). The fight between BSNL and ISPs over the issue has been hanging fire for the last few months. The high point came when BSNL stopped offering leased line services to ISPs on grounds that they were misusing the infrastructure to offer services that were beyond the scope of their licence. BSNL had argued that ISPs, who do not pay any entry fee or licence fee, should not be allowed to offer corporate leased line service as it was infringing on the turf of long distance operators. Companies such as Sify, HCL Infinet and Tata Internet had made representation to the regulator against the stance taken by BSNL. The telecom regulator has taken a position favouring BSNL by saying that the public sector company was justified in its demand, as ISPs were not eligible to provide services such as VPN. This service is used by large corporates to network all their branch offices spread across the country. However, a TRAI report on the issue said that BSNL was fair in demanding that ISPs can use the leased lines only for Internet purpose and not resell it, because they were not entitled to do the business of reselling bandwidth leased from other telecom service providers. The telecom regulator has also sought the views of the Department of Telecom (DoT) on the issue and would give its final directive in the next few weeks. DoT officials said that the department was looking at allowing ISPs to offer VPN services but only after paying an entry fee to level the playing field with long distance players.

As part of my doctoral dissertation, I am working on how best to come to a consensus when capturing knowledge, and am studying the effectiveness of two techniques. I am writing to request help because in order for my research to contribute meaningfully, I need the participation of real world experts and not students. The tasks that I have chosen relate to networking and therefore, I am looking for experts or professionals in network management or network design. (An expert would be anyone who has had more than 12-18 months of experience). The experiment will be conducted online using virtual teams and the time required may be at most 3-4 hours asynchronously (you can participate at your convenience). I am willing to customize the report to meet the requirements of your organization and anonymity of participants and the firms will be ensured. The results of this report will indicate an effective technique of capturing knowledge using virtual teams of experts. It may help your firm to use the technique to capture knowledge and come to a consensus at a much faster time, thus saving precious resources and time.
