How to catch a cracker in the US?

Hi, I'm an ISP in Germany and a cracker (not a hacker :) ) has targeted a customers of mine in the last days. The cracker was successful and caused financial damage / was successful with data theft. I set a trap and finally caught his real IP address - a Comcast user in the US (100% not a proxy or bot). What would be the next steps to pursuit him? If I contact local authorities here in Germany I'm afraid months will pass by and Comcast will have possible already deleted their logs by then (?). Any advice? Thank you! Markus

Global Vs local node data in www.root-servers.org

Hello everyone! It seems like http://www.root-servers.org/index.html has been updated after quite sometime. Seems like data about local Vs global for many of root servers nodes is incorrect. E.g for Netnod i root all nodes are marked as Global nodes. As far as I understand it means that routes announced by these nodes are announced to transit links as well to make routes visible globally. Likely that is not case here right? Same seems with L root and few others. Do we have webmaster of the project on mailing list? Verizon FIOS issues in the Washington DC issue with HTTPS traffic?

Verizon support so far denies everything. DNS resolver reaction to non-reachable authoritative DNS server

Hello there! I am trying to troubleshoot a case of DNS failure issue with one of Indian Govt's domain (nic.in). I can see that 1 out of 4 authoritative DNS server is IPv6 only. We have quite a few users running IPv4 only setup and hence 1/4 of these DNS servers are non-reachable from the recursor hosted by our clients. How is DNS query expected to respond in such case? Will it give SRVFAIL and terminate immediately (causing DNS resolution failure) OR it will just see one of the auth DNS as non-reachable and next will proceed with either of other three thus slowing down but with no failure?
