Business customers should be on the edge of their seats, if they aren't
already, because based on the possible impact of reorganized peering
agreements, Internet service providers (ISPs) may have no choice but to
increase prices in order to maintain current services to their customers.

I disagree; subscribers of smaller ISP dedicated services expect a lower quality of service than that of a NSP like UUNET.
As a subscriber of both (UUNET T1 being turned up this weekend, and Probe Internet, a local ISP which has a T1 to MCI), I am more tolerant of routing issues, performance, etc. with Probe (who I pay approximately 20% of what UUNET charges) than I am with UUNET. Noting that I have been quite pleased with UUNET's service so far and generally do not have any service issues outstanding with them, I am concerned about the quality of service in relation to the alleged settlement scenerio discussed in this thread.
In reviewing the service literature from UUNET, I can find no reference to "partial Internet service," "not really the whole Internet, but rather what we could offer today based on our peering arrangements, which may vary from day to day, and we are under no obligation to tell our customers what we can and cannot offer," etc.. I can't find the web server on UUNET that provides bulletins about what networks are unavailable today, nor does there appear to be a major-domo list, so when my customers complain about not connecting to our network from anywhere in North America (through various ISPs), I can verify that their ISP hasn't paid UUNET for peering, etc..
I view such partial service as unacceptable from an NSP, especially when I can obtain full service from other NSPs for the same or less money. Unless I'm behind the times, MCI, BBN, PSI and others still have rather complete networks.
More fundamentally, I am concerned that NSP transit providers are loosing focus of the origin of their "peering value." If all UUNET, or any other provider for that matter, had to offer was their internal network (i.e. www.uu.net) I don't think many peers would be demanding access to their AS. (They've got a nice web site, but it's no yahoo / microsoft / etc.) The true value of their network is in the application services offered by their clients. Internet consumers demand access to yahoo.com, infoseek.com, msn.com,carpoint.com, etc., not AS284, AS1240, etc. Transit is just that - a pipe.
If transit providers start realizing revenue from providing transit to my application services, and in the process also create black holes associated with the respective policy, I can quickly envision a settlement model enforced by application service providers. Such models would likely be created to allow us to "patch" the holes, but would quickly migrate to revenue-producing models.
For example, as our company extend our FurnitureLink and Intellibuy satellite network into the Internet, delivering our product to retailers and consumers, I can envision a scenerio where we permit connectivity with transit providers and charge for packets consumed by each AS. Perhaps AT&T provides us with a DS3 and qualifies for a 12% discount on the packet rate; they can in turn offer discounted transit to peering ISPs. Our network may be substantially cheaper
for an ISP routing through AT&T than it will be for Sprint or PSI.
Anyone care for tremendously complex routing policy based driven by application provider settlements? Given that UUNET is an entry in my expense column today, and my service may provide them with additional settlement revenues, I would expect them (and any other transit provider that benefits from our application services) to move to the other side of my balance sheet.
Any thoughts on this? Explanations as to why I should pay UUNET or any other NSP so they can sell connections / peering to my application services? Perhaps Yahoo, Infoseek, MSN and such should charge their NSPs to interconnect? Is this already being done? I recall that MTV was evaluating implementing transit charges last November / December. Perhaps a RA for application service providers is the next step? Any others game?

through this to see if you can improve the amount of aggregation you
perform.
The report is split into sections:
0) General Status
List the route table history for the last week, list any possibly
bogus routes seen and give some status on ASes.
1) Gains by aggregating at the origin AS level
This lists the "Top 30" players who if they decided to aggregate
their announced classful prefixes at the origin AS level could
make a significant difference in the reduction of the current
size of the Internet routing table. This calculation does not
take into account the inclusion of holes when forming an aggregate
so it is possible even larger reduction should be possible.
2) Weekly Delta
A summary of the last weeks changes in terms of withdrawn and
added routes. Please note that this is only a snapshot but does
give some indication of ASes participating in CIDR. Clearly,
it is generally a good thing to see a large amont of withdrawls.
3) Interesting aggregates
Interesting here means not an aggregate made as a set of
classful routes.

One group of people UUNET is going to listen to is their customer base.
All we need is a couple of friendly journalists to write
a few magazine articles pointing out to the "end user" of the various
commercial services that connect through UUNET (MSN & Earthlink, for example)
that their ability to access the web is in serious trouble.
You could also start a "brand" campaign to publicise this issue. Get a logo,
form an association, etc. Put the logo on your home page... Call it the
"Open Peering Initiative". Set some association guidelines for accepting
peering sessions (3 peering points, DS3 backsone, 24Hr NOC, peer with RA,
for example).
If nothing else, it sounds good when you're selling to customers:
"Why should I buy from *your company* as opposed to a large ISP
like Sprint or UUNET"
"Well, we connect to more networks than Sprint or UUNET. We'll exchange
internet traffic with any network at the peering points. Sprint and UUNET
are limiting themselves to a handful of large networks. The bottom line
is that your packets get to their destination faster with fewer intervening
hops. With the larger networks, packets from San Francisco destined for
a site in San Jose may have to travel all the way to the east coast &
traverse 2 or 3 additional networks just to travel 40 miles."
We've have quite a number of potential customers ask us if we are at CIX or
MAE-West. They should also be asking about who we peer with.

Part of the problem here is that UUNet has gotten a little full of themselves. And I thought Sprint was bad. Combine that with the fact that Bernie Ebbers now has his money grubbing hands on the company and it's a bad combo. Gee, a powerful guy from the deep south assumes control of a respected institution and exploits it, selling access to everything related to it. Sounds oddly familiar!

Just a note about the cost of doing business in what I call this new
internet. We are building both, the long hauls between cities and also
purchasing the bandwidth from the 3 major player, MCI, SPRINT, and UUNET.
We have 19 cities total, with DS3s from each of the 3 above in 7 of the 19
cities. All cities are tied together via long hauls. This was not the
cheap way to do this, but it is the most effective. Major reason, when you
peer, you can not manage the network connection. We get to manage our
connections in the seven location with the major three. We also can get
some nice routing done because we are buying access to their networks. I
really think the best way to get this done is to buy transiting bandwidth
from whom ever you want. I think the peering should be done in a managed
way. The maes and naps are not really managed connections, they are best
as best can to get through them. So if you every want and kind of QOS for
your network, buy the bandwidth not a unmanaged/miss managed connection.
To make the internet as stable as the voice systems then these
interconnection (bandwidth) agreements must be put in place and managed
with two adult parties, not several hundred meg a bit connections going
into a switch trying to come out a DS3 straw. So buy the bandwidth and
manage it.

The RA is a fantastic system, in that it allows an ISP like
ConXioN to have a completely open peering policy without
worrying about hundreds of lines of config code. We'll peer
with anyone we share a MAE or NAP with. Definately worth the
"price of admission" to a MAE.
[I don't mean to toot my own horn here, simply state facts.]

When discussing peering (not transit, not anything fancy, just
peering) with one of the Big Guys in the past, their staff
stated (paprphrased), "We've settled the issue of 'our customers'
vs. 'your customers' and we're not going to discuss that. Period.
And if you bring it up again we will not talk with you again.
Period." They then went on to say we needed to pay them for
peering, to "cover their costs".

Yikes! Be carefull what you wish for! The 'Net thrives because
a customer doesn't (yet) have to worry who they connect through,
their data will get through. Price has been a measure of how
fast, not wether or not, data gets through.
I'd suggest that folks who think charging for simple peering is
a good idea beware the fact that if they do, I think they will
hasten the day the FCC decides that connectivity and reachability
are a "scarce resource" and regulatable.

Well, this is the way its going to be. Can anyone really be that
surprised? I've been watching this trend for over a year now. From a
small network standpoint, it sux. I work for a small network now, and now
I have to budget financing to talk to these other networks.
But for the big boys, they are loosing money. They have to put up huge
amounts of bandwidth at the exchanges, so people can transverse their
network free of charge. In a business sense, where is the cost
justification here?
Well Gordo, I know you hate anything AGIS, but they saw this coming a mile
away and acted on it. I guess we know now why the big boys never
complained about the AGIS peering policy, because in the back of their
minds, they thought it was a good idea.

So now, rather than having just .COM and .NET, an ISP will
have to add .FIRM, .WEB, at least, to minimize peoples
confusion.
The reason so many people went to .COM was because that
way no one had to REMEMBER the .COM part. It's not like
www.Intel.SC.CA.US is ever going to be seen on a billboard,
regardless of the price difference.
Oh, the pains people go through to have short names.
The need for a good index is going to be more now than ever,
with having to search 12 possible names looking for "bizname.?"
Gee, I just stepped on another good intention. Wonder where
this road goes?
