I read your message about NA-NOG and I think you are doing a great job
in taking the bull by the horns and running with it (I think that is a
badly mixed metaphor... ;-) This message contains some suggestion, and
my main reason for sending it is to promote discussion in the Regional
Techs group, not that I disagree with you. I realize that most of what
I am talking about is political, but my concern is to be sure that the
scope is broad enough so the group does not have its hands tied behind
its back later on. If the charter is too narrow, some other group may
claim ownership over something that is important to the NA-NOG. Mainly
the reason for this is to ensure that we have a small number of groups
(meetings to attend :-) with minimal duplication, with each one having
an achievable and useful mission (more thrust than drag).

P.S. Boy, it is hard to write a paragraph and get it right-justified!
I have the following suggestions.
a) I suggest that you make an even stronger proposal at the end. Since
yours is a proposal to the Reg Techs group, why not go all the way
(well, farther along the way)? The group can always back off if it
doesn't like it. How about proposing that the next meeting of the Reg
Techs be the one when the Reg Techs becomes the NA-NOG? The attendees
should be the people who care about the topics you list for the
NA-NOG, and the agenda should cover those topics, as well as the usual
mundane organizational topics. The time between now and then could be
used to 1) contact everyone who should know about this activity, and
2) fine tune the topics that should be on the NA-NOG's plate.
b) There are a lot of good reasons for the Regional Techs group to
evolve into the NA-NOG, and for the NA-NOG to do the work you
describe. For example 1) Reg Techs has been evolving in that
direction anyway, 2) I believe there was a rough (though not
overwhelmingly enthusiastic) consensus at the last Reg Techs meeting
to do precisely what you are codifying, 3) the people who attend the
Reg Techs would almost certainly attend the group doing the sort of
work you describe (though other people would attend as well), etc. I
suggest you make a stronger point of this in your message. With all
the discussion about operations groups, I wouldn't want the Reg Techs
group to be lost in the shuffle.
c) I suggest some fine tuning the list of topics to be on the NA-NOG's
plate. I think that your main points are that a) this is a technical
group, b) it is composed of network service providers, and 3) it deals
with issues that affect the day to day stability of the Internet. I
suggest you move your current goal (1) to the bottom of the list. I
suggest you broaden the scope of your goal (2) to something like:
"Establish a forum for the exchange of technical information dealing
with the stable operation of the Internet in North America." This way
you cover any topic that is relevant to operation.
I suggest you broaden your goal (3) to begin "Discuss specific
implementation, deployment, and operational issues ..." Simply
implementation issues seems too narrow. Again, I want to make sure
your hands aren't tied.
I suggest you delete the example in your goal (4) lest that tend to
narrow the scope of the goal.
I suggest you add a goal to "...serve as a focal point for
coordination of networks in North America with networks in other
continents..." Reword this, but the point is for the NA-NOG to be a
group that contributes to the global coordination group.
d) I suggest that the membership be self-selecting. There is no easy
way to define and identify "network service providers". You have to
let people decide for temselves whether this is what they are or not.
You can only control the agenda and the discussions to discuorage
those who aren't. If the group gets too big, you worry about it then.
If you restrict membership now, you will get into far more trouble.
e) Split your non-goal (5) into two. "Hold tutorials, workshops, or
other educational activities." and "Become a professional society of
any kind."

Bill's question, "Are each of the regionals who get a CIDR block
encouraged to either report back assignments..." is one that is
raised every so often. Yes, regionals who get CIDR blocks
are encouraged/expected to report reassignments of the block
to the InterNic. This is one of the fundamental tenants of the
distributed allocation procedure.
Is there some confusion about registering reassignments of allocations
with the InterNic?

the group, as we discussed at the October meeting. If we can agree on
something like this, let's post it to the wider lists (QED, etc.). I do
not think this group ("NA-NOG") and the large group proposed to be the

Introduction
As has been discussed recently on a number of lists and in several
group meetings, there is an increasing need to provide a forum for
coordination among transit network service providers. There are a
number of groups doing this already, with varying charters and agendas
and with varying membership, and we've seen a few proposals for new
groups on these lists over the last week or so. However, we are
concerned about a specific set of topics and discussions that need to
be carried out in an ongoing fashion among providers: the technical and
routing interactions and coordination required to actually make the
Internet work on a day-to-day basis. The Regional-techs group could
evolve into the group that will accomplish these goals in an effective
fashion, without excessive administrative overhead.
Objectives of the Group
The goals of this group (we propose the new name of NA-NOG)
are as follows. It will also be important to enumerate what
is explicitly NOT part of the set of objectives.
1. NA-NOG will host regular meetings of network service providers.
The intial proposal is to have 3 meetings per year.
2. Establish a forum for the exchange of technical information.
3. Discuss specific implementation issues which require cooperation
and coordination among network service providers to ensure the
stability of overall service to the network users.
4. Serve as a focal point for other common activities of the
participants (such as coordination of routing registry information).
6. Promote and coordinate interconnection of networks within North
America and to other continents.
The following are NOT objectives:
-1. Make bilateral or multilateral agreements about policies
and service features.
-2. Make agreements about pricing or billing.
-3. Coordinate purchases.
-4. Create protocol standards.
-5. Hold tutorials, workshops or professional society meetings.
-6. Report to any specific governing body such as ISOC or FNC.
Membership and Hosting
The group should have membership that broadly includes network
providers. These may include private, public, federal, commercial
or other networks that consider themselves providers of Internet
services. However the representatives attending this group should
be prepared to engage in technical discussions. Membership
should not be limited to North American participants though
the general focus of the discussion should be from the NA
networking point of view.
Meetings should be hosted by participating network providers who
volunteer to provide facilities The Regional-Techs group agreed to meet
in January in an as-yet-unspecified location (San Diego was suggested),
and will continue the discussion of its future and broadening its scope
to include the objectives proposed here. We propose that the discussion
of network coordination issues for North America be held within this
group.

Thanks for the notes and apologies for the delayed response. In
general, we are very sensitive to minimizing downtime, which is why we
scheduled the Phase-5 deployment steps to be implemented at a time
where usage is generally very low.
It turns out that for each CNSS the Phase-5 upgrade divides into two
natural sections: the intra-CNSS upgrade and the ENSS-CNSS links.
Both E133 and E134 have T1 backup links to previously upgraded CNSS's
which protect them during the Hartford intra-CNSS section.
The T1 backups are not going to help while the ENSS-CNSS section is
underway, however, so we will try to stagger HTF/E133/E134 and
WTN/E136 as much as possible. We'll work on the details following the
completion of Step 4 on 12/4 as we need to discuss this with the other
peers at HTF/WTN as well.

Hi there,
Sorry if I've missed some details about these upgrades,
but I'm concerned that the upgrades scheduled for the same evening
don't all happen at once. In particular, those scheduled for 12/18
involve taking both E133 and E136 down. If both are down at the
same time, the NSFNet would lose connectivity to PSINet. If the
down times are already scheduled to be staggered, please let us
know when each will be down. If they are not already so scheduled,
can they be?

Hi there,
Sorry if I've missed some details about these upgrades,
but I'm concerned that the upgrades scheduled for the same evening
don't all happen at once. In particular, those scheduled for 12/18
involve taking both E133 and E136 down. If both are down at the
same time, the NSFNet would lose connectivity to PSINet. If the
down times are already scheduled to be staggered, please let us
know when each will be down. If they are not already so scheduled,
can they be?

This morning, we successfully completed the third of the six steps
that comprise the Phase 5 ANSNet deployment. I am pleased to report
that we now have six backbone links and ten customer attachments
running at full T3:
