Network Premption Procedures

Although most people aren't aware of it, buried in the telecommunication tariffs are a set of network preemption procedures. In event of an federal emergency, any working telecommunication circuit can be preempted to restore an emergency circuit. In event of an federal emergency, restoration priorities are set by the government, not the carrier. Specific circuits must be restored first, before customer circuits. The carrier is supposed to alert you when they need to preempt your circuit, but inability to contact you won't slow them down. Once again, ISPs shouldn't take action before being requested. If your circuits are prempted, the carrier has a schedule of which circuits to restore first. TCG (ATT Local Service), Sprint and Verizon had equipment located in the World Trade Center towers. Most service was delivered locally to the towers, but some intra and inter city loops passed through the facilities. Carriers are reporting several hundred local loops impacted in New York City. Most inter-city and backbone circuits appear to have already been re-routed. A lot of European circuits pass through the area, but at this time, all appear to be operating or have already be re-routed. The electrical grid sustained some damage near the world trade center. Most providers in the area have 8 hours of battery or generator. A couple of providers have issued warnings there may be service disruptions if batteries are generators run down.

I'd also like to volunteer my time and resources to help any organization impacted by this tragedy. Whether its configuring routers, terminating cable or simply making available a network port to park a server for a few weeks I think we can help. I think I can also provide some loaners for those in dire need (e.g. couple 5509/RSM's, 3620, 1900's, Ultra5's, etc.). I realize its no replacement for the lives lost, but if I can help make the healing process just a little bit easier... Call or email me off list if you or someone you know could use some volunteer network related help. John

AT&T phone network

AT&T says that its long distance network is intact, but that there was some equipment damage to its local service in New York. Traffic volume is way up, and there is significant congestion on the East Coast. "To keep as many circuits available as possible for emergency calling, AT&T is asking that customers and employees hold off on non-essential calls into the emergency areas until the situation stabilizes."

I'm in the heart of this. I work 4 blocks from the WTC. I am at home watching TV via cable and newcasts via dISH satellite. My rooftop antenna isn't receiving anything at all. We had an office in the WTC as well. We haven't heard from those folks yet. As a retired EMT, I am used to working in disaster situations. Nothing could ever prepare me for this. I just wanted to pass along www.sfgate.com as a source of news on this attack that doesn't seem to have been /.'d They, of course, don't have original content, but do have all the AP/Reuters stuff that's become difficult to access through "normal" channels. www.nando.net seems to load okay, if slowly, as well. Teleport Communications Group, which was acquired by ATT Local Network Services, has/had its Main NY City node in the sixth sub-basement of No. 1 WTC. Internet assessment - Sept 11 2001

Of course, the families of those who were killed and continuing rescue efforts come first. I've had a cold for a few days, and slept in this morning, so I'm a bit behind. Internet traffic patterns show a 10% decrease in network traffic around the time of the event. The World Trade Center in New York is a relatively minor Internet hub, and several providers had reduced the amount of equipment years ago after the WTC bombing. The Pentagon isn't a hub, except for traffic to/from the Pentagon. More likely was damage to surrounding buildings, impact to the electric grid, and debris in air affected some neighby buildings. Perhaps surprising, I can still reach most military web sites. I don't think they've closed the "Drawbridge" on MILNET. Users with "always-on" Internet connections such as T1, DSL, cable modems haven't reported any access problems. Dial-up users are experiencing telephone congestions (and possible Network Management Controls) in New York City and Washington DC. There was a 30 minute drop in Internet traffic, likely due to reduced capacity while traffic was re-routed. Then overall traffic levels increased by about 10% for approximately 1 hour. Now Internet traffic volumes have returned to near pre-event levels, but providers report dramatic changes in usage. Major news sites are seeing severe congestion, and most have dropped all graphics and other bandwidth consuming data. E-mail, DNS, and other "core" Internet operations appear unaffected. Across the country Internet data centers and colocation facilities have been closed except for emergency visits. Most ISPs have suspended regularly scheduled maintaince activities, and "frozen" their networks. New York City is restricting most access the island of Manhattan, and most ISPs don't have the credentials to pass. As far as I know, federal officials have not made any special requests to ISPs to do anything differently. The Internet has become a regular part of many Emergency Operations Centers, including some "secured" websites used by FEMA and the state EOCs. So ISPs should not try to "clear" the lines, because you don't really know who is using your lines. If an EOC needs to reach you, they have their ways.
