Apologies if this is too off topic. We (a group of state govt organizations) are working together in a VoIP rollout. Our plan is to use our collective buying power to purchase long distance calls at wholesales rates. One organization in our group is going to be the lead agency and charge back the other participants. There is concern as to the legality of this venture. Can anyone suggest some legal resources where I might educate myself on the issue of "who can 'sell' long distance"? What are the rules that might apply in our situation? Thanks Dan

so i just 'discovered' rss feeds, or whatever they are properly called. anyone recommend some ops-relevant ones? i changed my reading fergdawg from web page to rss, and it works well (i plonked paul long ago). i get a giggle out of gizmodo. any other pointers appreciated. randy

Few notices about Moscow, M9-IX, and last outage

1) M9 have UPS power for a few days. BUT - it is 60V DC power. Only a very few routers or switches are able to use it. 2) Power outages in Moscow data centers are very rare event, because most have 2 - 3 different power inputs. 24 May failure was caused mainly by operator's error, who reconnected power system back after few transformers broke, and caused chained failure. 3) As a result of this (I never saw power failure in Relcom data center for 15 years of working there), generators are not common there. 4) M9-IX is not the only entrance to Moscow, but it was the main entrance. As I know, few other entrance nodes was not affected.

[OT?!?] Good Chinese network peerings and/or Chinese ISPs?!?

I apologize if this is not the right forum, but I am grasping at straws, already. I have done thorough (latency) analysis, from various sites and/or providers in China (CNC group, Beijing BII group, Sprintlink Asia Pacific, China United Telecom, Sturhub PTE, Chinanet backone, Sichuan Electric Power <something-or-other>, China Netcom, etc.), and I cannot find anything that would resolve the problem of immense RTT to Europe and USA, compared to any other parts of the world. I fully understand issues revealed here: http://www.spacepirates.com/china/chinanet.jsp in conjunction (perhaps proxy-induced latency ?!?) with these: http://www.opennetinitiative.net/studies/china/ ... but I am just asking if anyone has recommendations of good Internet connectivity from mainland China, to the outside world (perhaps "hoping" through other Asian providers, etc.?!?) ... any other ideas?!? IETF just published notes from recent IESG meeting, see http://www.ietf.org/u/ietfchair/nyon-notes.txt Part of their discussions which I'm quoting below is directly relevant to "soBGP deployment" thread on NANOG: ---------------------------------------------------------- 5.2 BGP SECURITY There are two proposals -- SBGP and SOBGP (??). One is from the security group and another is from the routing area. Should have a BOF to determine what approach (one, the other or a hybrid) is likely to gain traction with implementers. At this point, each group is accusing the others of stacking the requirements to support their solution. Work would be done outside of current IDR WG. Action in this area is important. We may want to talk to our PR department about how to make sure that governments and others are aware that we are making progress on this. If we want the U.S. Dept of Homeland Security or any government to help us with this, we need to make it clear what they can do. ---------------------------------------------------------- So if you have thoughts or serious preference on SBGP vs soBGP vs some other solution, I suspect next IETF meeting in Paris or one after that in Vancouver would be place to be to discuss it at the BoF. -- William Leibzon Elan Networks william(a)elan.net
