VERY true... Many a times the closing during a contract will be the reminder to the salesperson, "So, you know we still need those 4 /24s right, as we discussed when we first met?" One may say "They should go to ARIN", but alas, they would have to pay another $2500 on top of the $1 million+ they are paying for transit. <8{} It is surprising how much a salesperson will "sell" to get the commission on a 5 year OC-3 contract, forget about OC-12/48... Contingency Planning

Some ISPs can qualify for priority restoration of telecommunications circuits under the federal Telecommunications Service Priority (TSP) program. Its not too complicated, and the people at the NCS are fairly helpful, see <http://tsp.ncs.gov/> Licenses for Business and/or Utility radio frequencies are available so you don't need individual operator licenses for your operations staff. Of course, as we know, IP can run almost anything. I've set these up as part of an ISP's contingency plans. Remember, the time to set them up is before the disaster. Exchange points are obvious places for networks to connect and share emergency information between providers. It could range from an out-of-band web server to a private NOC voice bridge. As I mentioned most of the people you need to deal with are helpful. But if you need some pointers on how to contact the right government office, drop me a note. I hope some folks find contingency planning of relevance to network operators.

RE: Houston problems?

Yes, we lost all of our Qwest connections from NYC to Houston this morning. This was confirmed by Qwest as being due to the flooding. In an email sent to us from one of our offices in Houston: "In a little more detail: http://www.usatoday.com/weather/news/2001/2001-06-10-houstonflding.htm At least 15 people in the area were killed by this storm. Many parts of the city were flooded out, and a lot of stuff is still messed up. Hi, is there a standard or a practice on how much IP addresses an ISP should provide to his/her client given that this client has bought only 2Mb of bandwidth and this client is an ISP? Thanks sheng

I didn't end up purchasing their service, but from talking to their salesperson I got the feeling that they weren't "ready." I would have purchased the service anyway, but they won't offer it in Austin until late 2001. For $3000/month I could afford to keep another circuit or two and not care (very much) if Cogent goes down. Hi, anybody know what is the standard to set up a multihoming environment for an ISP that is small enough to apply for AS#. How does a block of IP address from one of the upstream ISP talk through another upstream ISP? Thanks for your forthcoming help! sheng

Issues related to competition and the business environment appear to be within NANOG's charter. The NANOG charter has included "maintaining a competitive and level business environment." since November 2000. It seems to follow that measurements of the competitive and business environment would be on-topic. I understand some technologists prefer to ignore competition and the realities of business and concentrate on ways to post HTML.

Routing anomaly within ATT.NET

ATT.NET appears to have an internal routing anomaly causing RoadRunner (rr.com) to be unreachable to (m)any AT&T customers. Outage has been in place for several hours. RoadRunner says they don't know when ATT.NET will have a fix in place.
