Why not just let routing take its natural course? Or at most, play some simple preference games which have consistent outcomes?
I think he's only getting default from his provider(s), which is a shame, get full routes instead and then play the preferences off...(I think).
This kind of thing is generally far more trouble than it's worth, in my experience.
