Generally speaking, you'll need at least 3 sources if you want stablity.
My usual practice is to set up two in house servers, each of which talks to: time.windows.com time.apple.com and one of the NIST servers 0.us.pool.ntp.org 1.us.pool.ntp.org 2.us.pool.ntp.org and each other.
