The fact that the ISP has a good record of what customer had what IP address doesn't do much good if the agency hired to do the dirty work calls the ISP and gives it the wrong IP or timestamp in the the report...
And since the labels and their contractors are arguably Happy Enough if they reduce "pirating" by *scaring* everyone rather than actually hitting the targets, they have little incentive to care, unless one is provided to them, um, externally.
