Very few do AFAIK. Some registries do have rules on this, but none of the registrar agreements I read (GoDaddy, Porkbun) do. Both refer to registrants reselling names. I really do hope the following pointers are useful though. Maybe not exactly what you asked for, but more than tangentially related. .dk: Domain Names Act § 25(2) bars registering or holding names solely for resale or rental. It is meant to be narrow. However, the Complaints Board treats a for-sale listing as a strong presumption the holder has to rebut ( adult.dk, 2019). A _for-sale record could do the same job there, I would guess. https://punktum.dk/en/faq/can-i-complain-about-domain-name-warehousing https://domaeneklager.dk/sites/default/files/2019-05/2019-0009%2C%20adult.dk... .au: auDA’s Licensing Rules define “Domain Name Monetisation”, which “includes warehousing and registering a Licence for the sole purpose of transferring the Licence to another Person”. In .au you hold a licence to use the name rather than owning it, so in practice that means registering a name just to pass it on. Rule 2.4.13 bans monetisation in org.au, asn.au, id.au, edu.au and the state namespaces. It does not apply to com.au. https://www.auda.org.au/au-domain-names/au-rules-and-policies/au-domain-admi... .biz: Under the RDRP, registering a name solely to sell, trade or lease it is not bona fide business use. Rebel’s .biz terms include the clause. https://www.rebel.com/terms-conditions/biz Best, Andrew On Sat, Oct 31, 2026 at 4:14 PM John R. Levine via NANOG < nanog@lists.nanog.org> wrote:

Hopefully this helps the registry to discover that the domain is being boarded, contrary to ToS, and terminate it without refund so we can have less hoarded domains everywhere.
Assuming you mean "hoarded", I would be quite interested in pointers to ToS that forbid it, or even define it.
