Charter gives out a /56 via PD on normal residential service. It's possible that /64 is their default, but sending a /56 prefix hint works just fine. Has for years.
My experience with Charter/Spectrum is they used to hand out a /56 with DHCPv6-PD; but after Hurricane Helene we get a /60. Yes /64 is their default."
