But even in the best of circumstances, all CIDR does is slow the RPM of the clock from 10 to 2, an over time it goes to 10 again.
In the best of circumstances CIDR reduces the growth of routing information to roughly log(#sites). So, yes, in theory over time it could go "to 10 again", but that would require the number of sites that may be well beyond IPv4 (or even any IPng) addressing capabilities. It may also be well beyond any practical requirements for a max size of an internet. Yakov.
