As an OpenSRS/Tucows reseller, I know that the PRC recently introduced some stringent regulations, and many, if not all registrars outside of China no longer will accept new registrations (though they can continue to maintain existing ones).
can anyone give me clarification?

Where did you see that? From what I saw, registration is now limited to companies (not individuals anymore) providing business licences. As Lou said previously, registrars are allowed to maintain existing domains, at least for now. Official .cn registrars list is available there: http://www.cnnic.cn/html/Dir/2007/06/25/4671.htm I have some domains registrered by cnnames, though.

Jim, As Lou and Fergie have pointed out, there was a significant policy change at CNNIC in late December. I'm going to guess from "get me a .cn domain, without registering it on my behalf then extorting me" that (a) you'd like to register a .cn domain _and_ (b) you are not a resident of China (more likely Canada), and (c) you'd like a non-flake registrar. You could contact CORE, we are an accredited overseas registrar, and we've several members in the US and Canada. Oblig disclaimer: I'm the CTO of CORE, and operate a CORE member located in Maine.
