NATO doesn't get guaranteed diverse circuits. However, during an emergency, NATO does get first dibs on any circuit still working. So, if you have diverse circuits, and one goes down, its possible your other circuit will be pre-empted if it is the only way to restore the NATO circuit.

Nice. Try explaining that in a customer outage notification: "On Monday, June 11, at 9:30 am GMT, providernet suffered complete failure of both circuits from London to Paris. One line failed due to a fiber cut, and NATO stole the other. Network engineers, international terrorists, and Slobodan Milosevic are currently working to restore service." Is it Friday yet?
