[ ... ] In Germany emergency calls are 110 not 911. If they connected me to Tokio police, they dont speak german either.
Hm... little question of interest ;)
In Holland the number used to be "06-11", but was changed to a so-called European Emergency number ("112"). Does this number also work in Germany ? "Back then" the convincing argument was that the number would work all across Europe from somewhere 2000'ish... ;)
People dont know it. They still dial 110. That used to be police. 112 used to be the firebrigade. Anyway in case of an emergency it does not make a difference. The callcenters are connected. So yes it is true with 112 you are right.

112 works in the UK but everyone just dials 999 usually for all the wrong reasons.
