Interesting article. Cleveland has no such facilities YET. The abandoned former May Company (now Kauffmann's) department store downtown, and the partially empty Dillard's, are located on Public Square in the heart of downtown. They are pretty large spaces, and I imagine the new tenants will be welcomed with open arms.
From an economic point of view, I can understand why the city leaders might be against something like this, but isn't it better to have the space

Hello; As someone who lives near DC, and used to work there, this makes no sense what-so-ever. There are a number of areas in DC (including the ones they mentioned) where there are many empty buildings / lots that could be used for exchange / colo space. Knowing a little about DC real estate, I suspect that this is being done to facilitate or hinder someone's real estate plans. There is many 100's of thousands of square feet of exchange / colo space being built-out in Reston/Tysons/Ashburn area near us. This business will just go to Virginia.
