Yes. There's a lot of interest in Washington in Internet outage reporting, as soon as they can figure out what an outage is and who should report it. But defining the criteria is very hard, as I'm sure I don't have to tell people on this list. --Steve Bellovin

It's easy. An outage is when it's the other guys's fault.
