Realweasel is a great idea if you can afford it -- but the PCI version lists for $350, which is as expensive as some used 1U servers on EBay.
my bet is that if you refer to nanog and www.vix.com/personalcolo when you contact them, they'll cut you a deal. (note: i have no affiliation w/ them.)

People seem to be forgetting the obvious. Buy a 1U SPARC box. That'll do full console as you're talking about. They're simple to connect up to your Cisco console too.
