What?! But wait, just a day ago, a UUNET engineer was going on about how ATM is good because it helps prevent failures at the IP layer...
That only works when there's enough reserve bandwidth out there in the ATM 'cloud' to reroute failed PVCs. You'd think that they would diversely route their ATM trunks.
