does KPNQwest really start to shut down?
From their website: "If no agreement can be reached, the network will be shut down in a controlled and orderly manner, starting on Friday, 19-07-2002 at 11:00 European time" see http://www.kpnqwest.com for details.

I think you need to distinguis between the threaths from the old-Ebone network managed out of Brussels (who was part of KPNQwest) and the original KPNQwest network managed out of the Netherlands. The message of today is about the original KPNQwest network as far as I know. - kurtis -
