The real problem here is that Telehouse either doesn't want or doesn't have the ability to give you floor tiles that have holes cut to your spec. They basically rummage round and get you a tile with a random-sized hole in it. If you're lucky, you get a big hole in the middle. If you're not, you get one just big enough to fit your hand through (and risk the jaggies on the bottom) at some random spot on the tile. I've had really good luck with a very large hole underneath the cabinet and a several hundred CFM fan at the top. Telehouse has good underfloor pressure so the larger the hole the better for the cabinet. I haven't had good luck putting vented tiles behind - most of our equipment vents front to rear inside the cabinets. My routers are very happy with the large holes though:

Although after seeing the rats nest of wires in some of the cabinets I've seen over the years it's no wonder there are hotspots - nowhere for the air to go. ;)

Man, depending on the tile, that can be a big pain. When I build a colo I try to use tiles that are filled because they are a little easier to work with. At least cutting them is easier then drilling holes though them.
