If you don't have the partnerships mentioned, then it rapidly becomes an operational issue when the police raid your premises at 5am and take away all the servers, because they suspect they contain illegal material. They might throw the CEO in jail too, but that's probably less of an immediate operational impact. But when he eventually gets out, he may ask you to make some operational changes to ensure it doesn't happen again!
