BAGLI An electrical fire broke out in the basement of an office tower in TriBeCa yesterday, four months after building inspectors said they had discovered illegal diesel fuel tanks installed on the upper floors of the tower. .... The building is one of a half-dozen Manhattan towers that were the subjects of an investigation in November by fire and building officials. The six, known as telecom hotels, house the computers, cables and equipment of international telecommunications and Internet tenants, all of which require backup generators run by diesel fuel to keep the equipment cool. The stored fuel is potentially lethal in an accident or a terrorist attack. The New York Times is withholding the addresses of the buildings at the request of city officials, who cited their importance to international telecommunications and their potential as terrorist targets. According to the violations, inspectors found that five diesel fuel tanks and seven large diesel generators had been installed illegally on upper floors of the TriBeCa building. Well, fire depts tend to get upset about large amounts of fuel being stored above ground. FDNY is likely to be more upset than most, since every indication is that 7 WTC was destroyed by fire fueled by the large amounts of fuel being stored in it for Lord Combover's EOP. {It was 7? I get them confused...} And that building, NY being NY, did not meet FDNY regs. I'm not an expert on these regs, but my understanding is the SOP is often: a) Anything >n gallons shall be stored below ground or in a special hardened environment. b) Each generator may have one day's supply ("day tank") next to it; a transfer pump can refill it from a). [BTW, make sure the transfer pump is itself on the generator circuit.....] Now, obviously, any fire in such a building refocuses attention. That's the irony -- if the fuel had been stored in the basement as required, it might have become involved in the otherwise-unrelated electrical fire. Four months isn't much time to comply with the code; I doubt the building owner could have even gotten the permits to start work in that time, much less finish construction, testing, and moving the fuel. Sure, it should have been done right in the first place, but it's too late to argue that. I doubt that. If the fuel had been stored "...as required..." not just in the basement.... then the wiring likely would have met Category 500 or similar, and it's doubtful there would have been an electrical fire. My point is, it's a BAD time to mess with FDNY. The New York City Department of Buildings (i.e. the people who review building plans and issue occupancy certificates) was also located in the same building, until July of 2002. http://www.nyc.gov/html/dob/pdf/moving.pdf So far I haven't read in the news reports which tenant or base building was responsible for the space which caught fire.

Yea. One thing to remember is the FD folks can enter, evict everyone and padlock a building at the drop of a hat. No warrant, no probable cause, etc. needed.
