At the last IEPG meeting, we discussed whether the IEPG needed to find an umbrella organization within which to operate. The IETF community has been voicing concern that there is a need for an operations task force to serve the broader community.

Several good point have been raised about an IOTF, i think there is room for discussion. I've suggested that the IAB could (if it got it's act together) help set up an IOTF.
There are repeated calls for something more in the operation area.
We need to find people that want to do the work, and they must be people who do operations stuff in their real job.
There are already groups that are already involed in this area (IEPG, regional-techs, etc). An IOTF should not ignore these groups, but rather give them a home and a means of further coordinating.
So if helping to create a framework where existing groups get more recognition as being in charge of operations, and if it helps them to coordinate even better, then lets do it.
The network operators have to be on board, they have to want and participate in the IOTF. If they don't want it and/or don't participate there is no point in doing it.
I think the IAB's role is to help get it set up. I also think that if the governance procedures are parallel to the IETF, then the IOTF ought to have some influence on who is on the IAB, just as the IETF does.
So i think we need to hear from the real network operators: do you want an IOTF or not ?
