Who owns (or is allocated) 208.64.200.0/22?
I rise to expose my ignorance. 208.0.0.0/8 is an ARIN block, and ARIN has allocation data for the blocks immediately adjoining 208.64.200.0/22, but no allocation data for 208.64.200.0/22 itself, either in WHOIS or in the website. 208.64.200.0/22 is currently listed in the cymru ipv4 "full bogons" list so yeah, that wouldn't be a valid IP block at the current time.

No whois. No route in the global table at this time. My first guess would be it's not allocated/assigned to anyone at this time.
