Rather than have the FCC maintain the list, it seems easier to have some group with a vested interest and the experience to keep the list coherent. I was not referring to any name server operations, just a list of known TLDs seen around the net. P.S. Armed with this list and a list of one server from each of the active Root Name Server Confederations one can derive a view of most of the useful information on the net using standard tools. "Syncing" the various Root Name Server Confederations involves checking each confederation for their "view" of each TLD and comparing that with the other Confederations.
