visibility/reachability of longer-than-/24 IPv4 prefixes

This part of ARIN policy (https://www.arin.net/policy/nrpm.html#four10) elicited much discussion on NANOG earlier this year, so we decided to try and measure the current state of the network with regards to longer-than-/24 IPv4 prefixes. Spoiler: the longer-than-/24 prefixes are not very visible/reachable.
