There is no capacity issue on this cable. The way this cable operates is that it’s segmented and not everyone has access to every segment. For Singapore to TY3 Starhub is your best choice (and possibly only) to work with. NTT has also capacity but they are extremely hard to get in touch and get paperwork (like kmz, etc) with.
