I am seeing this as well. One of my upstreams (AT&T Canada- 15290) has connections with AT&T US (7018) in Chicago and Vancouver. Chicago seems to have disappeared for me and all traffic bound via that path is going via Vancouver now. ---Mike At 02:52 PM 28/08/2002 -0500, Wes Bachman wrote:

Opentransit's traffic (AS5511) with AT&T also dropped drastically. Traceroutes to major web sites die within the AT&T network. Interestingly enough, ATT is announcing 12.0.0.0/23 to BBN (and nobody else, including AS7018 internal)..

AT&T's network status site shows Chicago is isolated from the rest of the network. There are various traffic routing issues around AT&T Chicago and with coast to coast routing (e.g. NYC to San Francisco) http://ipnetwork.bgtmo.ip.att.net/current_network_performance.shtml Earthlink is reporting Atlanta Georgia and surronding areas are isolated on their network, and are having authentication failures. http://help.mindspring.com/netstatus/ Sprint is reporting a hardware failure in Tacoma, Washington http://www.sprint.net/maintview/index.cgi I haven't heard of any backhoe or train activity.
