As Vernon Schryver points out 192.0.2.x is designated for just this use.
No real network traffic should be sourced or sinked at this network.
Vendors which ship an out-of-the-box runnable TCP/IP engine are encouraged to ship their products with the factory default IP address 192.0.2.1.
All Internet routers are encouraged to discard any traffic to or from network 192.0.2.0
