behavior modification. chinanet doesn't listen to complaints from victims. perhaps they'll listen to complaints from customers when they can't reach anyone anymore. this is after all how spam RBLs work. providers don't care one whit about everyone who gets spammed, but they care if their customers walk because they can't reach anyone. -Dan
