I mention this, as DoD is most common bogons utilized by people who need to steal IP addressing. Locking in a statement that there is no intention to ever sell, transfer, or return those blocks would ease possible concerns on using them.
I'm not certain that you could rely on any organizations statements made today to provide any assurance that circumstances would not change in the future and result in the address space being returned to ARIN or transferred per current policy. /John John Curran President and CEO ARIN
