They should stop to offer flat-rate ones anyway. Or do general per-user ratelimiting that is protocol/application agnostic. There are many ways to solve the problem generally instead of per application, that will also work 10 years from now when the next couple of killer apps have arrived and past away again.
A better idea might be for the application protocol designers to improve those particular applications.
