Erm, bollocks.
Just because a few nameservers are anycasted doesn't mean that the vast majority of non-anycasted servers may not use TCP.
Optimising the common case of simple lookups so they fit in a UDP request makes good sense, but an overzealous determination to stamp out TCP DNS is not helpful, since it is rather useful under certain circumstances.
*cough* worldnic dns servers *cough* it's part of the rfc, make sure it works please.
