So the RIRs contribute 1.25% of ICANN's budget.

Correct, now, what portion of ICANN's budget is related to the NRO sector? My bet is that it's less than 1.25%. I suppose you can make domain owners pay for address administration if you want to make address administration free, but, that seems a bit backwards to me. Owen
