Heartily agreed.. Its far far easier to get address space when you've got the docs to prove you need it and you've allocated intelligently. They require you to justify need, why shouldn't you require customers requesting multiple class Cs to justify need?
My suggestion is to ask for a /18, with the rest of the /16 reserved for your use. Religiously SWIP or RWhois your allocations. Get network engineering documents from your customers _before_ you assign address space. Yes, all of the above is a pain in the ass. But that's life.
