You probably aren¹t on the DSN, and I don¹t think they accept incoming calls from the PSTN. May want to try the CML first (probably a civilian sitting at a DISA desk, so they¹ll be useful).

Poking around a bit I found: http://www.disa.mil/Services/Network-Services/Service-Support but I doubt you'll get very far there, either.
nic.mil requires a CAC (www.cac.mil) and is only allowed access from certain IP address ranges AFAIK.
