I imagine stuff like this will just cause more and more customers to move into environments with NAT, or encourage them to join the bigger networks where renumbering would be less likely.
No matter how big the network provider is, if the service stinks and you want to switch providers, then you have got to renumber. Anyone who doesn't plan for renumbering is just plain foolish.
